Basil handed over to the World Trade Organization (WTO) on Monday (05.1010.2020) the List of actions taken to adhere to the Government Procurement Agreement (ACG). The verification questionnaire is a document in which the Brazilian government answers questions that assess the implementation of actions to achieve its status as a full member of the ACG, the Ministry of Economy reported.
Regarding the document, the other countries that make up the agreement will verify the compatibility of the rules and procedures of Brazilian government purchases with the norms of the agreement. The entities that tender at all levels of government, the participation of foreign suppliers and the transparency of the tenders will be checked.
On August 21, the Ministry of Economy opened a 60-day public consultation on Brazil's accession to the GCA. The consultation allows individuals and entities from the private sector and civil society to express their interests and sensitivities regarding the terms of Brazil's accession to the agreement. The contributions will be analyzed during the preparation of the Brazilian offer to the GCA members, which will be Brazil's next formal step in the accession process.
With 48 participating countries, The ACG liberalizes public procurement, allowing foreign companies to participate in tenders on equal terms with national suppliers. in exchange for access for Brazilian companies to the international market. According to the Ministry of Economy, membership has the potential to guarantee national companies access to a market that moves US$ 1,7 trillion a year.
The benefits of ACG, according to the ministry, go beyond improve exports. With the entry of foreign companies, the increased competition in public purchases allows the government save on tenders and help fight corruption.
The proposal to join the ACG was formalized by the Brazilian government at the World Economic Forum meeting in Davos, Switzerland, last January. In February, the country simplified the participation of foreign companies in national tenders.
