Between January and June 2025, the Argentine customs and foreign trade sector was marked by intense regulatory activity. Through decrees, general resolutions, provisions, and joint regulations, reforms were promoted aimed at streamlining procedures, digitizing processes, promoting exports, and revising pre-existing structures.
Many of these measures not only responded to domestic objectives but were also aligned with the country's international commitments. Particularly noteworthy is their convergence with the World Trade Organization (WTO) Trade Facilitation Agreement, which requires the online publication and updating of import, export, and transit procedures, as well as forms and contact information. This transparency is essential for reducing uncertainty, avoiding redundant controls, and improving efficiency. In this regard, the published regulatory reforms aimed to strengthen accessibility, predictability, and transparency by simplifying processes, implementing digital traceability, and eliminating overlapping regimes that caused delays.
Given the volume of measures adopted, conducting a semiannual regulatory review allows for organizing, systematizing, and identifying regulatory trends. At the same time, it provides useful input for the various stakeholders in foreign trade—operators, professionals, students, and the community at large—who need to understand what has changed, in what direction, and on what grounds.
For that purpose, Customs News presents this balance of 85 standards structured in six axes: ordering (11); import (18); export (14); operational processes and regimes (20); deregulation and facilitation (20); and procedures (2). Its objective is to provide an overview of the Main changes that marked the period.

The RIGI Project Evaluation Committee will be composed of the head of the Executive Vice Chief of Staff of the Chief of Staff of Ministers, the Executive Director of the National Ports and Navigation Agency, and the heads of the Secretariats of Energy and Mining Coordination, Production and Infrastructure, and the Secretariats of Finance, Treasury, and Legal and Administrative Affairs, all within the Ministry of Economy.

MAY 21, 2025: Decree 340 / 2025 | Exceptional Regime for the National Merchant Marine. Navigation by sea and/or river for the commercial transport of people, goods, cargo, related services, and offshore operations, through the various means used for this purpose, is hereby declared an essential service.
MAY 22, 2025: Resolution 65 / 2025 | Authorization of Terminal for the Import and Export of Ammonium Nitrate. The authorization of the Necochea Port and Customs Terminal, Puerto Quequén — Sites No. 9 and 10, is hereby approved for the import and export of Ammonium Nitrate, categories B4b and B4c, in addition to the provisions of RENAR Provisions Nos. 335/07, 378/07, 400/09, and 382/10.

January 24, 2025: Resolution 5 / 2025 | Local Added Value – Incomplete and Completely Disassembled Vehicles. Resolution No. 621/2023, which establishes the general provisions of the Regime for Imported Goods for the Local Added Value formula, is amended to apply only to incomplete and completely disassembled vehicles. These provisions include the characterization of national goods for determining Local Added Value, the mechanisms and conditions for adherence, the methods for reporting compliance with the commitments assumed by beneficiaries, the inspection procedures, and the sanctioning mechanisms in case of noncompliance.
January 29, 2025: General Resolution 5644/2025 | Import quota for controlled substances. Import quotas for controlled substances are allocated under Decree No. 1609/2004 and Resolution No. 15/2024 of the then Ministry of the Interior, corresponding to the year 2025, which are incorporated herein as Annex I. The maximum quantities that new or potential importers may import during the period until 2025 are established.
January 31, 2025: Decree 50 / 2025 | Internal taxes. The rates of internal taxes are modified. cars, motorcycles and boats.
January 31, 2025: Decree 49 / 2025 | Extra-Zone Import Duty – Vehicles. The Extra-Zone Import Duty rate for hybrid, electric, or hydrogen vehicles with an FOB value not exceeding USD 0 is set at 16.000%.

February 25, 2025: General Resolution Conjunction 5651/2025 | Technical Standards – Import Declaration. Repeal. The regulations establishing compliance with technical standards should not be a necessary condition for making an import declaration are hereby repealed. This requirement must be guaranteed at the time of use and/or marketing, through the controls stipulated for this purpose by the SECRETARIAT OF INDUSTRY AND COMMERCE within the scope of its powers.
February 25, 2025: Resolution 23 / 2025 Importation of value-added industrial inputs. The procedure for requesting and granting authorization for the import of value-added industrial inputs is approved.
February 25, 2025: Resolution 24 / 2025 | Importation of classic motor vehicles. The purpose of this measure is to establish the procedure for accessing the exception for the importation of classic motor vehicles, understanding that, due to their characteristics and/or historical background, they constitute a reserve for the defense and maintenance of the Nation's cultural heritage and are at least THIRTY (30) years old.
February 27, 2025: Resolution 915 / 2025 | Lead in paints, lacquers, and varnishes – DDJJ. A sworn declaration of the absence of lead in paints, lacquers, and varnishes will be sufficient for the release of the merchandise provided the remaining customs requirements are met.

March 05, 2025: Resolution 29 / 2025 | Motor vehicles with alternative engines. The application and allocation procedure for the Dec. 49/2025 quota to access a 0% DIE in certain motor vehicles with alternative engines, whose value FOB does not exceed USD 16.000. The The annual quota will be 50.000 units for this benefit.

April 16, 2025: Provision 32/2025 | Importation of Vehicles with Alternative Engines – Quota Allocation. The quota for importing motor vehicles under Decree No. 49, dated January 31, 2025, is hereby allocated to the applicants listed in the Annex, in accordance with the quantities indicated therein.
April 16, 2025: General Resolution 5676/2025 | Import Regime for Goods Constituting Major Investment Projects. Authorization for the import of goods comprising major investment projects is incorporated into the Argentine National Single Window for Foreign Trade (VUCEA) within the framework of the regime established by Resolution No. 256/2000.
CIBU – Elimination. Resolution 909/94, which establishes the Definitive Import Regime for Consumption of Used Goods, is amended, eliminating the requirement for submitting the Used Goods Import Certificate (CIBU) as a prerequisite for importation and replacing it with a sworn declaration by the importer with similar purposes and scope.
April 25, 2025: Decree 288 / 2025 | Book Fair – Exemptions. The following are exempt from the payment of import duties, value added taxes, internal taxes, port service fees, statistics and destination verification fees, which are levied on the importation of books for consumption, including print books, atlases and music books from participating countries in the “FORTY-NINTH BUENOS AIRES INTERNATIONAL BOOK FAIR EXHIBITION”, to be held at the La Rural Fairgrounds in the AUTONOMOUS CITY OF BUENOS AIRES (ARGENTINE REPUBLIC), from April 22 to May 12, 2025, for exhibition, gift and/or sale at the aforementioned exhibition, for a maximum amount of FIFTEEN THOUSAND UNITED STATES DOLLARS (USD 15.000) per participating country, taking FOB values as the calculation basis.

MAY 09, 2025: General Resolution 5691/2025 | Import regime for electric, hybrid, or hydrogen vehicles. The administrative act granting the import quota for electric, hybrid, or hydrogen vehicles, issued pursuant to Decree 49/2025 and Resolution 29/2025 of the Ministry of Industry and Commerce, is incorporated into the Argentine National Single Window Regime for Foreign Trade (VUCEA).
MAY 20, 2025: Decree 333 / 2025 | Reduction of the DIE and Internal Tax rates. The Extra-Zone Import Duty (DIE) of NCM 8517.13.00 and 8517.14.31 is modified by 8%, and to 0% as of January 15, 2025. The rate of the first paragraph of Article 70 of the Internal Tax Law will be 9,5%, except for companies benefiting from Law 19.640 of the special fiscal and customs regime of the National Territory of Tierra del Fuego, Antarctica, and the South Atlantic Islands.
MAY 20, 2025: Decree 334 / 2025 | Simplified import regime for small shipments. A simplified import regime for small shipments of originating goods, produced under the Industrial Regime created by Law No. 19.640, is hereby created by companies that have adhered to the extension provided for by Decree No. 727/2021 and its amendments, intended for natural persons residing in the Continental National Territory, solely for their personal use and consumption, and their commercialization is prohibited.

JUNE 06, 2025: Resolution 20 / 2025 | Importation of products originating in countries with which agreements on oenological or similar practices have been signed. Imported wine products must comply with the analytical composition requirements and limits required for similar products of domestic production, as established in Law No. 14.878 and complementary regulations. This requirement will be considered fulfilled in the case of imports of products originating in countries with which agreements on oenological or similar practices have been signed. Imports of fractionated wine products will prove their authenticity and suitability for consumption when they present an analytical certification issued by the competent authority of the country of origin or an entity officially authorized by it.
JUNE 13, 2025: Resolution 433 / 2025 | Certificate of Registration, Production, or Importation (CIE) for Veterinary Biological Products. The Certificate of Registration, Production, or Importation (CIE) for Veterinary Biological Products is being implemented. Obtaining the CIE permits the registration, production, or importation of veterinary biological products, but does not authorize their marketing and use.

January 22, 2025: General Resolution 5640/2025 | Temporary Export Suspension. Procedures are established for using the Temporary Export Suspension regime and guidelines for processing it through the MALVINA Information System (SIM).
January 27, 2025: Decree 38 / 2025 | Export Duties. The Export Duty (ED) rate is set at ZERO PERCENT (0%) for goods included in the NCM tariff items listed in ANNEX I. The Export Duty rate indicated in each case, as set out in ANNEX II, is established until June 30, 2025, inclusive.
January 27, 2025: General Resolution 5641/2025 | Charcoal. Export. The export of charcoal cargo may only be carried out through customs offices located within the jurisdiction of the Customs of Buenos Aires, Campana, Mendoza, Rosario, Barranqueras, Corrientes, Jujuy, Río Gallegos, Formosa, Clorinda, Iguazú, and Santo Tomé.

February 03, 2025: General Resolution 5646/2025 | Export Duties Decree 38/2025, which modified the export duty rates, is regulated only for those goods requiring the DJVE.
February 06, 2025: Resolution 18 / 2025 | Concentrated lemon juice to the United States of America. A monitoring system is hereby created for exports of concentrated lemon juice to the UNITED STATES OF AMERICA, in its various processing forms. Through this system, Argentine exporters who are signatories to the Agreement on the Suspension of the Investigation of Antidumping Duties on Concentrated Lemon Juice must provide advance information in order to export.
17 FEBRUARY 2025. Resolution 9 / 2025 | Ferrous and non-ferrous metals. The DGA notes listed above are repealed in order to expand export procedures for certain tariff items composed of ferrous and non-ferrous metals.
February 26, 2025: Decree 133 / 2025 | Ban on the export of live cattle – Repeal. Decree No. 322/73, which prohibited the export of live cattle intended for slaughter for consumption, is hereby repealed.

March 21, 2025: General Resolution 5665/2025 | Participation of private entities in the verification of leather and related products destined for export. General Resolution 1399 is repealed because it results in unnecessary delays that negatively impact the dynamism and simplification of foreign trade.

April 04, 2025: Resolution 145 / 2025 | Procedure for the Export of Liquefied Natural Gas (LNG). The Procedure for the Export of Liquefied Natural Gas (LNG) is hereby approved and, as Annex I, forms an integral part of this measure.
April 14, 2025: Decree 269 / 2025 | Repeal of the Export Promotion Regime. Decree 28/2023, which established a regime for export promotion, is hereby repealed. The consideration for the export of the indicated services shall be governed by the general provisions of Decree 609/2019. Exporters of the covered goods shall pay the duties, taxes, and other items in the terms, periods, and conditions established by current regulations. They shall be entitled to the respective Export Duty (ED) rate, considering the consideration provided for in the previous paragraph.

MAY 29, 2025: General Resolution 5701/2025 | Export Duty – Propane Gas Supply Agreement for Undiluted Propane Gas Distribution Networks.
The tax credit certificates obtained within the framework of the "PROPANE GAS SUPPLY AGREEMENT FOR INDILUTED PROPANE GAS DISTRIBUTION NETWORKS", issued under the electronic voucher modality, may only be applied to the cancellation of export duties on the merchandise included in article 7 of Decree No. 488 of May 18, 2020 and its amendments and detailed in Annex G of the aforementioned Agreement, for which purpose the respective regulatory provisions and the requirements, conditions and procedures established by this general resolution must be observed.

January 20, 2025: Decree 35 / 2025 | Argentine Food Code. New provisions are established for imported and exported products, reducing state intervention in controls already carried out by the country of origin or destination.
January 21, 2025: Joint Provision 1/2025 | Mandatory prior acceptance by the recipient of the DTV-e. Prior acceptance of the shipment by the recipient is mandatory as a necessary condition for issuing the Electronic Plant Health Transit Document (DTV-e), as provided for by Joint General Resolution No. 4297/2018 of the AFIP and SENASA, for all plant products detailed in the Annex to this regulation.

The NATIONAL FOOD INSTITUTE (INAL) implements the procedure for obtaining the Import Authorization or Notice, as appropriate, as well as the National Establishment Registry (RNE), the National Food Product Registry (RNPA), and the authorization of containers and utensils intended to come into contact with food.

The use of electronic technology as a mandatory individual identification tool for the traceability of cattle, buffalo, and deer is established starting January 1, 2026, at which point livestock producers must identify all calves at weaning or upon their first movement.

February 13, 2025: Resolution 80 / 2025 | Registration and Operation in the Traceability System for Phytosanitary and Veterinary Products. All natural or legal persons involved in the activities of import, production, fractionation, marketing or export of pharmacological veterinary products that contain in their formulation derivatives of fosfomycin (phosphoric acid) and polymyxin B registered in the National Registry of Veterinary Products, must be incorporated into the aforementioned Traceability System, within THIRTY (30) calendar days from the entry into force of this administrative act.

Travelers of any category and crew members who bring into Argentine territory, as baggage or other valuables, cash, bearer negotiable instruments (in foreign or local currency, legal tender), and/or coined precious metals, with a total value equal to or greater than US$10.000, must declare it using Form OM 2249-A, available on the "Travelers" microsite of this Agency's website (https://www.arca.gob.ar).
April 01, 2025: General Resolution 5667/2025 | Tariff classification of goods. It is located in the Tariff Positions of the MERCOSUR Common Nomenclature (NCM) indicated in each case, for the goods detailed in the Annex.
April 03, 2025: Resolution 214 / 2025 | Registration of fertilizers, stimulants, amendments, substrates, inoculants, conditioners, protectants, and raw materials. The simplified procedure for self-registration and immediate issuance of registration is hereby approved for individuals and legal entities involved in the production, fractionation, distribution, import, or export of fertilizers, stimulants, amendments, substrates, inoculants, conditioners, protectants, and raw materials, as well as the plants where these activities are carried out, in accordance with the provisions of the Annex.
April 4, 2025: General Resolution 5668/2025 | Incorporation of subjects into the "Authorized Economic Operator" (AEO) program. The terms and conditions that holders of bonded warehouses and maritime cargo terminals must comply with when applying to join the "Authorized Economic Operator" (AEO) program are established. They may only be categorized at the AEO-SECURITY level.
April 04, 2025: Resolution 67 / 2025 | Legal metrology. Resolution 611/19 on Standards and Procedures for Metrological Control Operations, the requirements for laboratory accreditation, and regulated measuring instruments are amended.
April 15, 2025: Joint General Resolution 5673/2025 | Simplified Agricultural Information System (SISA). It is established that the registration and authorization process for grain and/or grain derivatives storage and/or processing plants for operators carrying out the activities included in the Annex that forms part of this measure will be carried out through the "Simplified Agricultural Information System (SISA)," implemented by General Resolution 4.310/2018, through the interaction of that Secretariat and the CUSTOMS COLLECTION AND CONTROL AGENCY.

January 22, 2025: General Resolution 5639/2025 | “Reduced fares” at border crossings.
February 25, 2025: Resolution 19 / 2025| RIGI. Origin of Single Project Vehicles (VPU). The national origin of the goods to be supplied to Single Project Vehicles (VPU) by local suppliers, pursuant to Article 3(f)(ii) of Decree No. 749 of August 22, 2024, and its amendment, shall be accredited by submitting an ad hoc Certificate of Origin for the Large Investment Incentive Regime (RIGI), a model of which is included in the Annex.
February 28, 2025: General Resolution 5656/2025 | Payment facility regime for bonds. The financing interest rate for payment facility plans submitted under this regime is adjusted, aligning it, in all cases, with the compensatory interest rate set by the Ministry of Economy.
February 28, 2025: General Resolution 5655/2025 | Repeal of the income tax suspension. The income tax suspension applicable to definitive imports of goods, including those carried out into the free zone from third countries, and from the free zone to the general or special customs territory, is repealed.

March 17, 2025: General Resolution 6/2025 | RIGI. SIRPEI. The implementation of the mechanisms and/or tools necessary for systemic adaptation to the Import Perceptions Regime (SIRPEI) is hereby ordered, in order to comply with the directives of the participating jurisdictions to exclude from the aforementioned regime imports of goods that are subject to the benefits and incentives established in Article 190 of Law No. 27.742, carried out by VPUs participating in the RIGI with a special CUIT assigned by the ARCA.
March 17, 2025:Provision 30/2025 | Quota – Vehicles with alternative mobilization. Applications are being called for the allocation of an import quota for a total of 50.000 vehicles by 2025 for models classified under the tariff items of the MERCOSUR COMMON NOMENCLATURE (NCM) detailed in Annex I of Decree 49/2025.
March 18, 2025: Decree 196 / 2025 CHAS – Elimination. Law No. 24.449 on Traffic and Road Safety is amended, eliminating the Certificate of Approval of Auto Parts and/or Safety Elements (CHAS). All components, pieces, auto parts, or other elements intended for vehicles, trailers, and semi-trailers that are manufactured or imported will be freely marketed, produced, and imported. No prior authorization is required, but they must comply with safety tests.
March 21, 2025: Resolution 302 / 2025 | RIGI. Approval of adhesion. The application for adhesion to the Large Investment Incentive Regime (RIGI) as a Long-Term Strategic Export Project, within the "Oil and Gas" Sector, and the investment plan, submitted by VMOS SA (CUIT N° 30-71871335-4), owner of the Single Project Vehicle (VPU) called "Vaca Muerta Oleoducto Sur" or "VMOS Project", for a "base capacity of 377.400 barrels/day", to be developed in the province of Río Negro, are hereby approved.
March 25, 2025:Resolution 60 / 2025 | Foreign vehicle approval. Resolution 15/2019 is amended to expand the possibilities for validating foreign approvals, including in this scheme the approval of vehicles entering the country under different import modalities, namely: CKD (Complete, totally disassembled), SKD (Semi-disassembled), and IKD (Incomplete, totally disassembled). These vehicles will be assembled locally, and therefore will have a different WMI (World Manufacturer Identifier) vehicle identification number (VIN) than that contemplated in the foreign approval.

April 01, 2025: Provision 8/2025 | RADAR – Repeal. Provision No. 21/22 (DGA), which created the comprehensive customs inspection database (RADAR), is repealed, in response to the effective and centralized operation of the SIFIAD and E-SEFIA systems.

The guarantees detailed in Annex I, which forms an integral part of this document, are hereby archived ex officio and are available for withdrawal, under penalty that if the guarantee instruments detailed therein are not withdrawn within thirty (30) days of publication of this document, they will be destroyed.

MAY 5, 2025: Resolution 559 / 2025 | RIGI. Adhesion. The application for adhesion to the Large Investment Incentive Regime (RIGI) as a Long-Term Strategic Export Project, within the "Oil and Gas" Sector, and the investment plan, submitted by SOUTHERN ENERGY SA (VPU), CUIT N° 30-71858062-1, owner of the Single Project called "Natural Gas Liquefaction Project", for an LNG production capacity of between 1.500.000 and 2.200.000 tons per year, depending on the availability of gas supply, are hereby approved.
MAY 8, 2025: Resolution 67 / 2025 | Knowledge Economy. Resolution No. 268/22 on operational matters is amended, contributing to more efficient administration of the fiscal quota. The amount payable by beneficiaries as the verification fee is set at ZERO PERCENT (31%) until December 2025, 0.
MAY 09, 2025: General Resolution 5693/2025 | Intervention of certain sectoral entities in the verification of goods – Repeal. The resolutions that involve chambers, federations, and associations representing sectoral activities, as observers, in verifications carried out at import destinations for consumption where the red channel of selectivity has been assigned are hereby repealed.
MAY 21, 2025: General Resolution 5695/2025 | PAIS Tax – Balance due to the collecting agent. The balance due to the collecting and settlement agent of the Tax for an Inclusive and Solidary Argentina (PAIS) may be used through the "Compensation" option of the service with a tax code called "Tax Account System" - available on the institutional website of this Agency - for the payment of the amounts collected and/or the amount corresponding to the accrued tax on credits and debits in bank accounts and other transactions, for the accrued periods of January, February, March, April, and May 2025, and may be applied to both the principal and interest.

JUNE 03, 2025: General Resolution 5708/2025 | Image Storage Service Provider (PSAI) – Repeal. The concept of “Image Storage Service Provider” (PSAI) is repealed.
JUNE 18, 2025: General Resolution 5713/2025 | BOPREAL – Series 4A. Payment in kind for the cancellation of tax and customs obligations. It is established that Series 4A of the “Bonds for the Reconstruction of a Free Argentina” (BOPREAL) issued by the BCRA -with the characteristics detailed in Communication “B” 12999/2025-, will have the power to cancel tax and customs obligations, plus their interest, fines and accessories, the collection, application and perception of which are the responsibility of this ARCA, within the framework of the provisions of Decree 384/2025.
The bonds will be limited to USD 1.000.000.000 and must be used from April 30, 2028, to October 31, 2028, inclusive.
