The Ministry of Economy eliminated the need to be registered in the Single Registry of Operators of the Agroindustrial Chain (RUCA), through Resolution 69/2024.
The measure, published today (05.08.2024) in the Official Gazette, provides for the elimination of this procedure for all producers who market grains and/or grain derivatives for their own consumption, in line with the Decree No. 70 which seeks the immediate removal of state barriers and restrictions that impede its normal development, promoting greater insertion in world trade.
Thus, the provision promotes the regulatory simplification, that is, to provide greater speed and avoid overlapping records, "thus optimizing the efficiency and effectiveness of the administrative system."
This record was already duplicated in other institutions. In this specific case, this information was held by the National Sanitary Registry of Agricultural Producers (RENSPA) as well as in the records kept by the Federal Public Revenue Administration (AFIP).
“By being registered in the RENSPA, the data of the producers are entered into the AFIP system for the issuance and reception of consignment notes, and appear in the Simplified Agricultural Information System (SISA), allowing them to receive grains without having to be registered in the RUCA,” the regulation explained.
The measure will thus simplify the purchase of grain for all animal producers who consume grain and/or grain derivatives.
In this regard, the Ministry of Economy clarified that the measure will be operational in the next 30 days, Registration in the RUCA being mandatory during the transition period.
