Argentina closes investigation into dumping of goods from Türkiye

The Secretariat of Industry, Knowledge Economy and Foreign Trade Management proceeded to close the investigation for dumping of Motor mechanism for elevators and hoists provided with a pulley and brake device, with a drive motor of power less than or equal to 37,5 KW (50 HP), originating in the Republic of Turkey, merchandise that is classified in the tariff position of the Common Nomenclature of MERCOSUR (NCM) 8425.31.10.

This is established by the Resolution 15 / 2021 of the Ministry of Productive Development, published in the Official Gazette this Tuesday (19.01.2021/179,77/XNUMX), in the text of which it is indicated that, according to the relevant investigation, it has been determined that the dumping margin determined is one hundred and seventy-nine point seventy-seven percent (XNUMX%) for the export operations of the Republic of Turkey.

In its opinion, the National Commission for Foreign Trade (CNCE) determined that the requirements demanded by current legislation have not been met in order to order the application of definitive measures regarding imports of 'motor mechanism for elevators and hoists, provided with a pulley and brake device, with a drive motor of power less than or equal to 37,5 KW (50 HP)' originating in the Republic of Turkey.

However, continuing with the investigation, the same Commission determined that imports originating in Turkey increased from 184 units in 2017 to 170 units in 2018 and to 182 units in January-June 2019, representing 17% of total imports in the full years and 41% in the first half of 2019”; and that the relationship between imports under investigation and national production also increased successively, going from 9% in 2017 to 10% in 2018 and 24% in January-June 2019”.

In furthering this research, the CNCE concluded that the domestic industry of traction machines does not suffer material injury or threat of material injury from imports originating in Türkiye. Based on this, the Undersecretariat of Commercial Policy and Management recommended the closure of this investigation for alleged dumping.
