ARCA regulates zero export benefits for meat and dairy products (Decree 685/25)

The Customs Collection and Control Agency (ARCA) published today (24.09.2025) the General Resolution No. 5761/2025, explanatory rule which regulates the steps that exporters must follow to access the benefit of reducing export duties to 0% for certain agro-industrial goods, such as meats and dairy products, as provided by the Decree No. 685/25.

Amongst the main points They stand out:

  • When formalizing the boarding permit in the Malvina Computer System (YES), the declarant must validate a text declaring that at least 90% of the corresponding currencies have been settled or will be settled within 3 business days.
  • The exporter must report the amount brought into the country or traded on the foreign exchange market through the "MUELA" procedure, sub-procedure "Affidavit - Decree 685/2025" of the Customs Procedures Computer System (SITA).
  • In case of breachARCA will notify the exporter electronically, giving them 48 hours to regularize the situation, either by justifying the settlement or paying the difference in taxes. Until then, they will not be able to use the benefit again.

The norm already is in force and details the requirements for exporters to take advantage of the export duty reduction on agro-industrial goods contemplated in Decree No. 685/25.
