ARCA modernizes the registration and payment of “Reduced Tariffs” at the border with the Customs Portal

The Customs Regulation and Control Agency (ARCA) has modernized the procedure for the registration, settlement and payment of the “Reduced Tariffs” applicable at authorized border crossings, through its gradual and progressive migration to the Customs Portal (PAD).

This measure, made official today (21.01.2025/XNUMX/XNUMX) through the General Resolution 5639/2025, aims to continue improving border processes that link Argentina with its neighboring countries: the Republic of Chile, Bolivia, Brazil, Paraguay and the Eastern Republic of Uruguay, replacing the guidelines of General Resolution No. 4.809 of 2017.

What is PAD?

The Customs Portal (PAD) is a computerized system for operational management control, based on the interoperability of existing systems, with the aim of simplifying and modernizing foreign trade. This tool seeks to optimize the management of customs procedures and is aligned with the recommendations of the World Customs Organization (WCO). The PAD was launched in 2023 as part of efforts to digitize, simplify and make transparent customs procedures in Argentina.

New procedure

According to the new regulation, the registration of “Reduced Rates” for the crossing of motor freight transport at authorized border crossings will be carried out as follows:

  1. Registration by the Customs Service:
  • In cases where the “Reduced Rate” applies, registration will be carried out upon entry of the means of transport to the Primary Customs Zone or at the time of its exit (Compliance/Border Customs).
  • This record may be managed through the MALVINA Computer System (SIM) or the Customs Portal (PAD), as appropriate.
  1. Payment Identifier:
  • The customs agent must record in the “Payment Identifier” field whether the fee is applicable.
  • If so, you must register the Unique Tax Identification Code (CUIT) of the responsible Customs Transport Agent (ATA)..

    This change, which is effective immediately, not only optimizes the efficiency of procedures, but also strengthens transparency, providing commercial operators with greater clarity of information.
