The Federal Public Revenue Administration (AFIP), through the General Directorate of Customs (DGA), simplified the process of authorizing general and private fiscal warehouses in order to facilitate their registration and achieve greater competitiveness in the sector.
Bonded warehouse
Customs warehouses are primary customs areas where goods entering or leaving the country are stored. These areas - in which control is exercised by the customs service - are fundamental in the logistics chain of import and export operations.
This change was adopted with the collaboration of the Secretariat for Productive Simplification (dependent on the Ministry of Production and Labor), the Single Window for Foreign Trade (VUCE) and the Chamber of Fiscal Deposits (Cadefip).
With this decision, the administrative burdens for enabling are reduced. In private bonded warehouses, specific treatment is improved when storage is in cold storage chambers and the storage period for closed circuit television (CCTV) recordings is reduced from five years to one.
Digital enablement and up to 10 years
The procedure will be digital, both for pre-feasibility and for enabling through the use of SITA, as stipulated in decree 891/2017. Until this modification, for example, to enable a fiscal warehouse, several paper forms had to be completed under certification by a public notary, which entailed costs and loss of time for the citizen.
The regulations provide for temporary authorization for a maximum of 365 days and Extend the renewal periods for the license up to 10 years.
To boost the development of regional economies, the requirement of a minimum surface area of 2.000 m2 was eliminated, thereby allowing the development of smaller plots in those provinces where production is underway.
Associative figure
The new regulations create the associative figure between depositaries, the merger and spin-off of companies is permitted and the figure of a Fiscal Logistics Centre is approved to group several concessionaires and concentrate several warehouses in a physical location with the use of common spaces, sharing the fixed costs of maintenance and use among them.
Special disciplinary regime
A special disciplinary regime is incorporated into causes of suspension The new regulations also adjust the control margins that allow the electronic transmission of information on the stock of goods, the movement of people and the recognition of crossdocking. The latter facilitates the preparation of orders without the placement of goods out of stock (inventory) or the collection operation.
