The Federal Public Revenue Administration regulated the registration of the Simplified Agricultural Information System (SISA), created jointly with the Ministry of Agroindustry and the National Service for Agri-Food Health and Quality.
This is established by the General Resolution 4310/20188 published this Wednesday (19.9.2018) in the Official Gazette with the signature of Leandro Cuccioli.
Simplification
For the purposes of simplification and transparency of the State, the SISA replaces certain registers and regimes information related to the production and marketing of grains and seeds in the process of certification as cereals and oilseeds plus dry legumes.
Mandatory
Regarding registration, the rule clarifies its mandatory and free nature for grain and seed producers in the process of certification, the operators that intervene in the marketing chain of said products and the owners, co-owners, usufructuaries and occupants and their subcontractors, of exploited rural lands located in the country, to the extent that the cultivation of said species is carried out on them.
Registration
To register, those responsible must access the “Simplified Agricultural Information System – SISA” service available on the AFIP website (http://www.afip.gor.ar), with a Tax Code with a Security Level of at least 3, and having previously registered and accepted the biometric data. In addition, the subject must be informed of at least one email address and a private telephone number, via the AFIP website, through the “Registration System” service, “Tax Registry” menu, “E-mail Administration” and “Telephone Administration” options. Likewise, the person responsible must have an Electronic Tax Address.
Fiscal Conduct
The standard establishes a mechanism for tax conduct rating based on a “scoring” system, to grant a “STATUS” to the obligated subjects.
The taxpayer's tax conduct, assessed through the weighting of objective parameters established by the AFIP and those set by other intervening agencies.
Validity
The registration period will be effective from November 1th 2018, according to the AFIP provision schedule.
