Argentina and Chile implement Digital Certificates of Origin

The Customs authorities of Argentina and Chile have launched the Digital Certification of Origin (COD), a measure that allows documents to be processed virtually with the same legal validity as paper-based processing.

This is established by the General Resolution 4267/2018 published this Monday (2.7.2018) in the Official Gazette.

Implementation Guidelines

The measure indicates that exporters of merchandise destined for Chile and importers who bring in merchandise originating in that country within the framework of Economic Complementation Agreement No. 35, may process the Digital Certificate of Origin (COD) according to the following guidelines:

Certifying entities must carry out External and internal approval processes as long as they choose to issue the certificates implemented by Article 1 of this document.

The COD must be linked to a Royal operation and be related to the certificate of origin issued in paper format for said operation.

The exporter will request the COD from the authorising entity, which will be issued together with the paper certificate of origin. Both certificates will be sent to the importer who will present them at the destination customs.

In case of discrepancies between the COD and the certificate of origin issued in paper format, the information indicated in the latter shall prevail.

Operators participating in the Pilot Plan must observe the procedural guidelines contained in the “External User Manual”, which will be available on the “Digital Certificate of Origin – COD” microsite of this Afip website (http://www.afip.gob.ar).

The measure will come into effect from July 2, the date of its publication, and will end once at least one hundred (100) CODs have been received with a success rate of ninety-five (95%) of the CODs presented.
