The Chilean National Customs Service has implemented the Electronic Dispatch Folder (CDE), a modernization measure that will incorporate information technologies in a key process that will streamline the procedures carried out by Customs Agents, Dispatchers, and Cabotage and Export Agents, according to a statement from the Chilean public service.
On February 8, the regulatory framework of the CDE was published in the Official Journal, which establishes that entry into validity will be from March 31, 2020.
"It is undoubtedly a great step forward for Customs and foreign trade operators in Chile. This important technological development was part of the challenges we had set for ourselves this year, especially within the framework of the digital transformation that is being promoted by the Government.” explained the National Director of Customs, José Ignacio Palma.
The highest customs authority also stressed that “The Electronic Dispatch Folder represents a historic change with respect to how things were done until now, considerably reducing the time and costs associated with import and export procedures.".
With the implementation of the CDE, the inspection processes will be simplified and the compliance with the obligation to present the files by the operators will be made more expeditious, as they will not need to travel or transport the documentation to the Customs offices throughout the country.
Customs Agents, Dispatchers and Cabotage and Export Agents who wish to operate under this new modality must have the authorization of the National Director of Customs and carry out a technological accreditation process before the Information Technology Sub-directorate to verify that the electronic dispatch folders comply with the required specifications.
Once authorized, those operators will be able to submit the Electronic Dispatch File digitally, keeping the basic documents through electronic systems. The implementation of this important implementation required the joint work of the Sub-directorates of Inspection, Technical, Legal and Information Technology of the National Customs Service.
