Starting in June, the Advance Declaration will be mandatory at the three integrated border posts between Guatemala and Honduras

The Governments of Guatemala and Honduras will establish, starting in June, the obligation to electronically and in advance transmit the declaration of goods in the three border posts integrated into the Customs Union process: Hot Water, El Florido and Corinto.

The measure is applied in compliance with the Central American Trade Facilitation and Competitiveness Strategy with Emphasis on Coordinated Border Management, in line with the provisions of Ministerial Resolutions – UA 59/2019 and 83/2020.

According to the Secretariat for Central American Economic Integration (SIECA), the Advance Declaration of Goods will apply to all customs regimes for exit from a country and entry into the country of destination, including goods in internal customs transit for the common border crossings mentioned, complying with the tax and non-tax obligations that the regime imposes.

Likewise, this cutting-edge measure managed bilaterally between Guatemala and Honduras will allow merchants to obtain the following: benefits:

  • Reduction in the time taken for goods to pass through the three integrated border posts.
  • Compliance with tax and non-tax customs obligations.
  • Agility in customs clearance.
  • Reduction in the time spent by cargo transport within integrated border posts.
  • Reduction of queues for cargo transport vehicles before entering integrated border posts.
  • Prior compliance with non-tariff regulations (permits, certificates and authorizations).

It should be remembered that the Advance Declaration of Goods was launched on March 01, 2021. This first phase began at the Integrated Border Post of Corinto (Guatemala-Honduras) and was applied to goods originating in Central America; the provision is covered by DUCA-F, which governs the trade of goods originating in the Central American region.

According to information from SIECA, the second phase will come into effect next Tuesday, June 1, 2021, and will apply to all modalities of the Single Central American Declaration (DUCA) to increase competitiveness in the region in matters of foreign trade and the improvement of Deep Integration between Guatemala and Honduras.
