The National Service of Health and Agri-Food Quality (SENASA) comprehensively updated the regime that regulates the treatment and use of wooden packaging and support and/or accommodation wood destined for export, through the Resolution No. 450/2025. The measure introduces new procedures for authorization, traceability and inspection from responsible centers and factories, in line with international phytosanitary standards.
This update, made official today (25.06.2025/XNUMX/XNUMX), is based on the provisions of the Law No. 27.233 of 2015, which declares plant health to be of national interest and assigns SENASA the responsibility of executing and controlling the actions necessary for its protection. Likewise, within the framework of the Law No. 27.742 of 2024, a process of regulatory modernization is being promoted, aimed at achieving a more agile, transparent, and efficient public administration. In this regard, the new SENASA resolution seeks optimize operability of the organization, reduce administrative burdens and ensure a more efficient response to the requirements of the export sector, without losing sight of the health commitments assumed by the country.
Points of the new regime
- Immediate authorization with sworn statementEstablishments wishing to operate as CATEM, FEM, or HOSETRAM may begin operations with a DDJJ (Statutory Declaration of Compliance) submitted by the TAD (Tax Administration). SENASA may inspect them within 15 business days.
- Indefinite validity of authorizations: : Permit renewals will no longer be required, although any relevant changes must be notified.
- New mandatory traceability: A numerical traceability system is incorporated that allows treatments and dates to be identified on packaging, with different criteria for CATEM and FEM.
- Exclusion of DTV-e for empty packaging: Wooden packaging used as containers is exempt from issuing the Electronic Plant Health Transit Document (DTV-e).
- Validity of the CTM for unauthorized third parties: Establishments not registered as CATEM, FEM or HOSETRAM that market treated packaging may use the original Wood Treatment Certificate (CTM) as a valid document for transport.
- Technical update for HOSETRAM ovens: New technical requirements are detailed (heating systems, sensors, tamper-proof software and storage areas), aimed at ensuring uniformity and quality in treatment.
- Key role of the Technical Manager: assumes control, validation, presence, or sealing functions for the process, reporting of anomalies, and signing certificates. Failure to comply may result in sanctions.
- Simplification and digitalization: All procedures, authorizations, and modifications will be carried out through the TAD (Tax Administration). Obsolete articles have been eliminated, and the regulatory process has been unified.
The is already in force, with the exception of the repeal of Articles 48 and 52 to 55 bis of Resolution No. 199/13, which will be applied once the new SIG-TEM system is implemented.
