The "CUSE Provider" is removed from postal and courier shipments

The Federal Public Revenue Administration (AFIP) has arranged the elimination of the “Postal Service Provider PSP/Secure Couriers” system (CUSE System), through the General Resolution 5580/2024.

This measure, published today (04.10.2024) in the Official Gazette, is aimed at subjects who carry out import and export operations of goods for consumption in a simplified manner and had to register to be authorized under special conditions.

Its implementation is part of AFIP's efforts to simplify the current regulatory framework, in order to eliminate bureaucratic barriers that hinder export processes and increase logistics costs. 

The standard explains that the CUSE system was implemented through the General Resolution No. 3.253 in 2012 with the aim of securing the foreign trade logistics chain, requiring that the operators involved comply with high security standards, aligning with the international regulations established by the World Customs Organization (WCO). However, over time, the regulatory framework has evolved, being incorporated into other more efficient programs and regimes, such as the Authorized Economic Operator Program (OAS), as established in the General Resolution No. 5.107/2021

In addition, the creation of the Simplified Export Regime “Export Simple" through the Joint General Resolution No. 4.049/2017, and its subsequent modification with the Litigation, Arbitration Joint General No. 4.458/2019, has offered viable alternatives to facilitate smaller-value exports, eliminating the need to rely exclusively on “CUSE Providers” and allowing the participation of duly authorized logistics operators. With the elimination of the CUSE system, AFIP adds initiatives to streamline customs procedures, reduce unnecessary costs and promote more efficient foreign trade.
