Peru begins technological implementation of its Foreign Trade Logistics Observatory

The Minister of Foreign Trade and Tourism, Roberto Sánchez, announced that Peru has begun the technological implementation of its Foreign Trade Logistics Observatory (OLCE), an important foreign trade facilitation tool that will improve the competitiveness of the country's logistics chain.

Thanks to her, and the joint work of the public and private sectors, They will be able to identify opportunities and make more efficient decisions for the sector. This is an old desire of the entire foreign trade community in Peru: have all the relevant information for decision-making in one place.

In this regard, in a meeting attended by the Digitalization Technical Team of the Multisectoral Commission for Foreign Trade Facilitation (Comufal), the head of Mincetur considered that the implementation of this tool is a milestone and a commitment by the government to be more competitive, with the help of the Single Window for Foreign Trade. He also thanked the IDB for supporting this project.

He added that “there is still much to do. In this situation, where there is a record export, there is also the immense possibility of expanding the achievements of foreign trade to the regions. We must not only think about the government-private enterprise binomial, but also address the community. We must also observe the opportunities that the international situation offers us.”

As you remember, OLCE, promoted by Mincetur within the framework of the VUCE 2.0 Project, It will be a strategic tool for collecting, analyzing and disseminating information on foreign trade and logistics services in Peru, which will help improve the country's logistics competitiveness.

Additionally, this tool, It is part of the programs of the third pillar of Foreign Trade Facilitation and Efficiency of the International Logistics Chain of the National Export Strategic Plan – PENX 2025. Furthermore, it is part of one of the milestones of priority objective 07 of Foreign Trade of the National Competitiveness and Productivity Plan.

Implementation of OLCE

During the kick-off meeting for the implementation of the OLCE technological platform, the consulting firm in charge of the project (Consorcio Aesa-Veratia Agriconsulting) explained the scope and work plan that will comprise the technological development of the OLCE, which has as its main content more than 40 indicators appropriate to the needs of the foreign trade sector, infrastructure families, foreign trade flows, operations, business and environmental fabric.

The definition of the contents of the Foreign Trade Logistics Observatory was carried out in more than 32 work meetings with active participation from the public and private sectors and academia, with the participation of 22 public entities and 37 associations and private companies, including academia.

The OLCE information source entities with which the implementation of the technological platform begins are made up of the Ministry of Foreign Trade and Tourism (Mincetur), Ministry of Economy and Finance (MEF), Ministry of the Environment (Minam), Ministry of Transport and Communications (MTC), National Superintendence of Customs and Tax Administration (Sunat), National Port Authority (APN), National Institute of Statistics and Informatics (Inei), Supervisory Body for Investment in Public Use Transport Infrastructure (Ositran) and National Superintendence of Higher Education (Sunedu).

It should be noted that during the development of this meeting, the Vice Minister of Foreign Trade, Miguel Palomino De La Gala, the General Coordinator of the VUCE 2.0 Project, Francisco Ruiz, and a representative of the IDB were also present.
