Temporary reduction of export duties is made official

The National Government formalized today (27.01.2025/XNUMX/XNUMX), through the Decree 38 / 2025, the decision announced last week on the reduction of withholdings for the agricultural sector and the elimination of the tax for regional economies.

The measure, of immediate effect and published in the Official Gazette, aims to promote increased exports, improve the income of producers and processors, strengthen the development of regional economies and promote product quality.

Agro-industrial exports currently represent more than 60% of the country's total exports and, according to the Government, in 2024 they showed a growth in value of more than 25% compared to the previous year. However, the sector is facing challenges due to adverse climatic effects affecting the yield of agricultural crops, as well as the fall in international prices, which motivated the implementation of this measure.

El Decree 38 / 2025 establishes:

  • Elimination of Export Duty (ED): A 0% rate is set for goods included in the tariff items of the Common Nomenclature of MERCOSUR (NCM) detailed in the Annex I.

Temporary reduction of export duties: Until June 30, 2025, inclusive, a reduced rate will be applied for the goods included in the Annex II.

Conditions, deadlines and penalties for non-compliance

In addition, the Government has specified that exporters of agricultural goods covered by Law No. 21.453 of 1976 will be able to access a preferential rate if they adhere to the benefit established by ARCA and liquidate at least 95% of the foreign currency obtained within 15 business days after the Declaration of Foreign Sales (DJVE).

Please note that failure to comply with the deadlines or conditions will result in the general rate in force prior to this measure being applied, in addition to full payment of the export duty and possible legal sanctions. The benefit will be available for DJVEs or shipping permits registered until June 30, 2025.

This government initiative to reduce taxes is part of a process of simplification, reduction of formalities and opening up, with the aim of improving Argentina's international position.
