New procedure for import cargo manifests

Within the framework of its legal powers and, in accordance with decisions of the Common Market and Trade Council of MERCOSUR, the Federal Administration of Public Revenues (AFIP) has incorporated some modifications regarding the advance information on the merchandise that intends to be introduced into the customs territory, through the General Resolution 51510/2021.

The regulation, published this Tuesday (30.11.2021/XNUMX/XNUMX) in the Official Gazette, says in its recitals that "it is convenient to incorporate Modifications to the procedure for merchandise covered by transport documents children/grandchildren/great-grandchildren, in order to improve the transmission of its data and the generation of SIM Deconsolidation Manifests, seeking greater fluidity in the operations linked to the arrival of means of transport to the national territory by water, the unloading and customs clearance of goods."

Although General Resolution 4.278 and its amendment had already incorporated improvements to the Advance Information Module of the MALVINA Computer System (SIM) for the waterway, in addition to the electronic sending of data related to merchandise covered by children/grandchildren transport documents, the new General Resolution attempts to provide greater agility to these mechanisms.

In view of this, the AFIP has carried out a reengineering in the following procedures:

a) The advance transmission of information relating to thes means of transport, including those that arrive empty, and all the merchandise transported, regardless of their country of destination, as well as their consignees, provided that they arrive in the national territory by water for unloading or in transit with permanence on board.

b) The transmission of advance information of the goods and consignees of the same, covered by transport documents children/grandchildren/great-grandchildren.

c) The recovery of advance information and the generation of the Import Cargo Manifests (MANI SIM).

d) The recovery of advance information and the generation of the SIM Deconsolidation Manifestos.

e) The generation of the compendium referring to the advance information transmitted.

This regulation will result from Application to means of transport arriving by water, including those operating on the waterway until the electronic “MIC/DTA” systemic registry is implemented.

Finally, the provisions of this General Resolution enter into force immediately, however, its implementation will be carried out according to the schedule that will be available on the microsite “Import Cargo Manifests – Maritime Route” of the website of this Federal Administration (https://www.afip.gob.ar).
