The National Executive Branch (PEN) updated the Schedule I of chemicals controlled by Decree No. 593/19, regulating the Chemical Precursors Law No. 26.045.
Through the Decree 606/2023, Published this Friday (24.111.2023) in the Official Gazette, the PEN indicates that the modification extends the control carried out by the National Registry of Chemical Precursors (RENPRE) to 4 new substances: 1-boc-4-AP, 4-AP and Norfentanyl, included in international control in March 2022 through Table I of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, and MMDPPA as a result of the discovery of the Chemical Laboratory Division of the Argentine Federal Police, in February 2023.
The standard indicates that the uses of the substances 1-boc-4-AP, 4-AP y norfentanyl They are closely linked to the production of fentanyl, as they are considered precursors of it and many of its analogues. For its part, the substance MMDPPA, is a precursor to MDA (3,4 methylenedioxyamphetamine). MDA or TENANFETAMINE, is a substance derived from amphetamine, with effects similar to those of MDMA (ecstasy), controlled as a narcotic in Law 23.737 and the Convention on Psychotropic Substances of 1971.

He adds that the List I is composed of chemical precursors subject to maximum control, since to operate with them it is not only necessary to register with the RENPRE, but prior authorization is also required for their import and export.
Finally, the standard indicates that the update promoted by the National Directorate of Chemical Precursors responds to a transnational criminal context which is constantly evolving, requiring continuous efforts to improve the controls carried out by RENPRE, in order to prevent the diversion of chemical precursors towards the illegal production of narcotics.
