The meeting of Ministerial Instance between Guatemala, Honduras and El Salvador approved on Wednesday (21.06.2023) the financing of integrated border posts, which will improve the Deep Integration Process between the countries that make up the Northern Triangle.
María Luisa Hayem Bravé (Minister of Economy of El Salvador), Melvin Redondo (Undersecretary of Economic Integration and Foreign Trade of Honduras), María Luisa Flores Villagrán (Vice Minister of Integration and Foreign Trade of Guatemala) and Francisco Lima Mena (Secretary General of SIECA) participated virtually in this meeting.
According to SIECA, the Ministerial Authority approved the budget to begin this year the joint interventions between authorities of the countries and border posts of The Amatillo (Honduras-El Salvador) and The Axe-Pedro de Alvarado (El Salvador-Guatemala).
Financing of integrated border posts - already operational - was also agreed upon. Corinth, Agua Caliente and El Florido, which are included in the Customs Union process between Guatemala and Honduras.

It is worth remembering that in such facilities, customs, immigration services and plant and animal health authorities operate in an integrated manner, in response to good customs practices such as those established in the Kyoto Convention of the WCO.
SIECA said in the statement that the authorities also addressed issues of support and financing of the Structural Investment Fund, setting a goal of 45 days to define it between the three countries.
Gradual and progressive process
Based on such relevant actions, it must be kept in mind that it is a gradual and progressive process that is supported by the Legal Instruments of the Economic Integration of Central America. Specifically, Article 6 of the Protocol to the General Treaty of Economic Integration (Guatemala Protocol), establishes that all or some of the States Parties may advance with the speed they agree upon within the process of economic integration.
In other words, Deep Integration arises as an initiative that was agreed between Honduras and Guatemala on December 3th 2014, registering the April 10th 2015, the “Enabling Protocol for the Deep Integration Process towards the Free Transit of Goods and Natural Persons between the Republics of Guatemala and Honduras” (Enabling Protocol), a rule that establishes the institutionality and general regulatory framework of the Process. This Enabling Protocol enters into force in June 2017; From this, regulations are generated for the institutional, operational and normative functioning of the Deep Integration Process.
