The 7th Meeting of Technical Committee No. 9 “Customs Affairs and Trade Facilitation” was held at the MERCOSUR Headquarters from November 2 to XNUMX, with the participation of Argentina (virtually), Brazil, Paraguay, Uruguay and Bolivia (in person). Previously, the meetings of the Technical Subcommittees and Ad Hoc Groups that depend on the Technical Committee were held.
El SCT of Border Controls and Operations (SCT COF, updated information on the integration status of the Integrated Control Areas (ACIs) based on local meetings held at each border point.
El SCT of Customs Procedures and Informatics (SCT PAI), continued to advance in the implementation of the System SINTIA (MIC/DTA computerization and monitoring of the International Customs Transit operation), addressing initiatives for the modernization of the authentication and data service that will allow Brazil to integrate into the System.
Regarding the System INDIRA, it was agreed that Brazil, Paraguay and Uruguay will resume the INDIRA-MODDA project to implement the system using the MERCOSUR Customs Declarations Data Model (based on the WCO Data Model).
El SCT for the Prevention and Fight against Customs Offenses (SCT PLIA), identified the restrictions that each State Party has for the exchange of customs information, and also agreed that emphasis will be placed on the exchange of alerts of problems that, detected in one country, may also occur in other States Parties.
In the field of VUCE Ad Hoc GroupArgentina and Brazil will evaluate the possibility of sharing phytosanitary certificates following the example of Uruguay and Paraguay.
In order to implement the benefits agreed upon in the MERCOSUR Mutual Recognition Agreement (MRA) at the border, OAS Ad Hoc Group agreed to work jointly with the SCT COF, at a local level; in a first stage in the Integrated Control Areas (ACI) of Yaguarón (BR)/Rio Branco (UY), generating spaces for participation for the private sector that operates on that border.
This was the last meeting of the Technical Committee of the semester under the Pro Tempore Presidency of Brazil, so on this occasion the 2024 Work Program and the Compliance Report of the 2023 Work Program were prepared and submitted to the MERCOSUR Trade Commission.Documents)
