WCO welcomes Nicaragua's accession to the revised Kyoto Convention and encourages other Member States to join

El The Secretary-General of the WCO welcomed on Thursday (15.02.2024) the deposit of Nicaragua's instrument of accession as a Contracting State to the Revised Kyoto Convention (RKC), with the aim of incorporating the principles and conceptual elements developed to increase the efficiency of the clearance of goods without compromising control.

Thus, the Revised Kyoto Convention currently has the adherence of 136 Contracting States, including 10 of the 33 Customs Offices that make up the Americas and the Caribbean Region.

El Secretary General of the WCO, In its capacity as depositary, it is not only the custodian of the original document. It is also the authority that receives each signature, who informs the entire global customs community about it. In this regard, Saunders congratulated Nicaragua for joining and emphasized “the importance of this accession, highlighting that it will provide Nicaragua with a roadmap for simpler, more efficient and effective customs procedures, guiding them through continuous improvement and guaranteeing the safety of their people.”

In turn, the Ambassador of Nicaragua to the Kingdom of Belgium and Mission to the European Union, César Castañeda, expressed “the country’s commitment to follow the necessary steps and implementation processes outlined in the Convention.” With this intention, the CKR will enter into force for the Republic of Nicaragua on May 15, 2024.

In order to advance its global scale, the WCO encourages its members who have not yet acceded to the RKC, emphasising its role in facilitating legitimate international trade and enabling effective customs controls, including the protection of customs revenues and society. The revised Convention promotes key principles of simplified and harmonised customs procedures, such as predictability, transparency, due process, maximum use of information technology and modern customs techniques (e.g. risk management, pre-arrival processing and post-clearance auditing). 

Aware of the importance of multilateral agreements in coordinating actions, the Organization stated: “While many WCO members have embraced the implementation of the WTO Trade Facilitation Agreement, accessing the RKC presents a compelling option as the two complement each other.” 

And he stressed its preeminence as a “Guide” to global customs work. “The CKR provides the details necessary to ensure that the commitments of both conventions are met.” (WCO News)
