ARCA integrates stock replenishment into the VUCEA system

The Customs Collection and Control Agency (ARCA) implemented an advance in the technological integration of Argentine foreign trade through the General Resolution 5613/2024. This regulation incorporates the National Regime of the Argentine Foreign Trade Single Window (VUCEA) the authorization to import goods with the benefit of restocking stock, streamlining and centralizing procedures.

The development is the result of joint work between the Executive Unit of the National Regime of the VUCEA, a decentralized body of the Secretariat of Commerce of the Ministry of Economy, and the technical areas of the ARCA.

As published in the Official Gazette this Friday (13.12.2024), the integration of this procedure into the VUCEA system not only simplifies customs procedures, but also improves the operating efficiencyProcesses that previously required time and administrative effort are now managed digitally and centrally.

The resolution establishes that this benefit is based on the regulatory framework defined by Decree No. 1.330/2004, which regulates the temporary importation of goods intended for industrial improvement, requiring their exportation after processing. In addition, it allows the replacement of identical goods under specific conditions.

Modernization

With the dissolution of AFIP and the creation of ARCA through Decree No. 953/2024, the related regulations, such as Resolutions No. 2.147/2006, No. 3.599/2014 and No. 426/2024, have been optimized through the incorporation of the Single Window for Foreign Trade and the development of the MALVINA Computer System (SIM).

This framework gives rise to coordinated work. Based on this, the Undersecretariat of Foreign Trade, through the VUCEA system, authorizes these operations with automatic validation in the SIM. For its part, the Directorate of Valuation and Document Verification, dependent on the General Subdirectorate of Customs Control (DGA), will identify the import destinations selected for external inspection through a risk analysis.

The measure will enter in force at "the ten (10) business days" from its official publication.
