The Government set the rate for the import of capital goods outside the Common Nomenclature of Mercosur, which are destined for the National Promotion Regime for the Use of Renewable Energy Sources, at 0%. This was established by decree 814/2017.
"It is necessary to establish a reduction to 0% of the rates corresponding to the Extra-Zone Importation Duty of the Common Nomenclature of Mercosur, for goods that are not produced locally or that are necessary for integration with locally manufactured goods.", according to the published standard this Wednesday (11/10/2017) in the Official Gazette.
In accordance with the provisions, The reduction will be applied for 60 months, from January 2018., for plates, sheets, turbines and radiators, among other items.
However, it will last 12 months in the case of photovoltaic generators, not including support structures or machines and mechanical devices with their own function; the only exception is wind turbines with a power greater than 700 kW, which will be subject to a 14% tax for 60 months starting next year.
El Renewable Energy Promotion Scheme, aimed at the production of electrical energyica, aims to achieve an increase in the participation of alternative sources in the electrical matrix until reaching 8% of the national annual consumption by December 31, 2017, increasing this value progressively until reaching 20% by December 31, 2025, recalled the Executive Branch.
"The generation of electric energy from renewable energy sources for the provision of public services, as well as research for technological development and the manufacture of equipment for this purpose, has been declared of national interest by Law No. 26.190," the Government said.
He added: "The expansion of the use of renewable energy sources for the production of electric energy has favourable consequences for the country, since it implies, among others, a greater diversification of the national energy matrix, the expansion of installed capacity, the reduction of both the consumption of fossil fuels and the emission of greenhouse gases, and the contribution to the mitigation of climate change."
