The President of the Nation, through the Decree 13 / 2025, approved the New organizational structure of the Customs Collection and Control Agency (ARCA), an autonomous entity dependent on the Ministry of Economy. The resolution, published on Tuesday (07.01.2025) in the Official Gazette, establishes a detailed organizational chart up to the level of Deputy Director General, an important step to ensure its full operation.
This decree consolidates ARCA, which replaces the Federal Public Revenue Administration (AFIP), as provided in Decree No. 953 of 2024. Its approval aims to "optimize the management and supervision of the tax, customs and social security regimes, seeking greater efficiency in the fulfillment of its functions."
According to the regulations, the Agency will now be in charge of a "Executive Director«, and it is modify the remunerations both the Executive Director and the General Director of the General Tax Directorate and the General Customs Directorate, all of them belonging to ARCA.
In detail, Article 4 of the official text states that “The Executive Director of ARCA will receive a remuneration equivalent to that of a minister.” Article 5 specifies that the General Directors will receive a remuneration equivalent to that of a Secretary of State.
Simultaneously with this budget reduction, Article 6 urged the Deputy Directors General and other ARCA staff, as well as agents of other agencies who provide services to said Agency on commission, assignment or relocation, to participate in the distribution of the account called "FEDERAL PUBLIC REVENUE ADMINISTRATION - Hierarchy Account". To this end, the remuneration concepts corresponding to each case will be considered. In addition, the Minister of Economy is authorized, with the intervention of the Advisory Commission on Salary Policy of the Public Sector, to establish differentiated weighting coefficients. These coefficients may not exceed the value of 1,50 on the respective remuneration base.
On the other hand, the Government repealed Decree No. 1231/2001, which had integrated the General Directorate of Social Security Resources into the AFIP structure, adapting the regulations to the new simplified reality of the ARCA, which was structure in two general directions y several deputy directorates-general.
These measures -of immediate effect – are part of the effort to achieve a more efficient and transparent public administration, in line with the objectives established by Law 27.742, also known as the Law of Bases and Starting Points for the Freedom of Argentines, which came into force on July 9, 2024.
