Argentine judge Héctor Juárez Allende, new member of the International Academy of Customs Law

The judge of the National Tax Court and collaborator of Customs News, Dr. Héctor Hugo Juárez Allende, was appointed Full Member of the International Academy of Customs Law (ICLA), occupying the position armchair 22 of the institution.

Dr. Juárez Allende greets ICLA officials, including its president, Dr. Andrés Rohde Ponce.

The appointment was made on Thursday (04.09.2025) in Porto, within the framework of the XVII World Meeting on Customs Law, and constitutes an exceptional distinction. The ICLA is dedicated to research, publishing, teaching, and promoting the practice of Customs Law in the public and private sectors, as well as in the academic community. Membership is limited to 100 individuals and is by invitation only, following a rigorous nomination and qualification process. Currently, The Academy has 95 full members and one honorary member, from 20 countries in the Americas, Europe and the Pacific region.

To be a candidate for Full Member of ICLA, in addition to receiving a personal invitation and there being a vacant seat, it is required to have a degree or a license in Law, have published works on Customs Law by recognized publishers (excluding articles, essays or collective works), teach continuously in prestigious academic institutions, participate in at least three academic activities of the ICLA, have the endorsement of three members of the Academy from different countries, be approved by the Board of Directors and receive the unanimous approval of the General Assembly, and be present at the Assembly on the day of admission.

Becoming a Full Member means joining the most select circle of international customs law specialists, committed to research, teaching, and strengthening legal, transparent, and fair trade globally. This appointment also represents recognition for our country and the world in this extraordinary time, highlighting Dr. Juárez Allende's contribution to customs law and the strengthening of international trade.

In his remarks during the ceremony, Dr. Juárez said:

Mr. President, members of the Board of Directors, colleagues, and friends: I deeply appreciate this appointment. I know that joining the Academy is not a formality, but the result of a demanding path—publishing, teaching, attending, submitting to the judgment of peers from different countries—and, above all, honoring the unanimous approval of this Assembly. I accept this with humility and with the responsibility to live up to it.

"Today, in Porto, within the framework of the XVII Global Meeting, I wish to express my commitment to the triad that inspires the Academy's emblem—Customs, Trade, and Justice—because it has been and will continue to be my operational, not just symbolic, guide."

"I come from the crossroads of Customs, Customs Law, the Judiciary, and Academia, and in this sense, I maintain and reaffirm my commitment to continue publishing, teaching, and working with colleagues from different countries so that ICLA maintains and strengthens the high standards and prestige it has achieved."
