The Government renews the suspension of exports of iron and steel scrap

The national government renewed the suspension of iron and steel scrap exports until the end of next year, through the Decree 1040 / 2020 published this Thursday (24.12.2020) in the Official Gazette.

The same cancels "For a period of 360 days, definitive export for consumption and temporary export, destined for outside the country", of waste and scrap from iron and steel.

The decree stressed that "the Argentine steel industry uses iron and steel waste and scrap as an input, together with iron ore, for the production of steel."

He explained that "for structural reasons, the country lacks a fluid supply of iron and steel scrap," and pointed out that "the steel industry sees its supply of this input affected for its development."

He stressed that "metal recovery is a desirable goal from an environmental point of view" and noted that "international trade in metals has increased significantly in recent years."

He also stressed that "the General Agreement on Tariffs and Trade of 1994, approved by Law 24.425, allows for temporary restrictions on exports in order to prevent or remedy an acute shortage of products essential to the development of a country's economy."

He also stated that "Law 22.415 (Customs Code) empowers the Executive Branch to establish economic prohibitions on the export of certain goods, on a temporary basis, in order to promote, protect or preserve national productive activities of goods or services and, consequently, said goods and services."

Since the beginning of 2008 and through successive resolutions and decrees, the last of which was in September 2019, the export of ferrous and non-ferrous metal waste for consumption has been suspended..

"Given that the conditions taken into account for the issuance of the aforementioned regulations remain in force, it is necessary to continue with the ban on exports for consumption for a period of 360 days, in order to maintain a fluid availability of raw materials for the national industry," argued the current decree.
