The Government established that exports of meat and derived products must be reported and registered, through a sworn statement, in the Single Registry of Operators of the Agroindustrial Chain (RUCA) that operates under the orbit of the Ministry of Agriculture, through the Joint Resolution 3/2021.
The regulation of the Ministries of Agriculture and Productive Development, published this Tuesday (20.04.2021/XNUMX/XNUMX) in the Official Gazette, indicated that the registration through the Meat Export Declaration (DJEC) Its objective is to avoid possible imbalances in the domestic meat market in terms of supply, price and quality, as well as to make meat sales operations abroad transparent, and to avoid under-invoicing and triangulation with neighbouring countries.
Likewise, through a Joint Monitoring Commission, which will be made up of the Secretariat of Domestic Trade, the Undersecretariat of Agricultural Markets and the Federal Administration of Public Revenues (AFIP), minimum reference prices for exports will be surveyed and proposed, and their evolution will be periodically evaluated.
In addition, a Supervisory Commission, in which the Central Bank (BCRA) will participate, will evaluate, among other things, the correct entry of foreign currency into the country.
The meat products to be exported covered by the DJEC are: fresh, chilled or frozen meat of bovine, porcine, ovine, caprine, equine and Gallus domesticus (poultry) species.
The authority responsible for enforcing this resolution will be the National Directorate of Agricultural Trade Control, which will maintain a permanent exchange of information with the Secretariat of Domestic Trade.
Among its powers, it must determine the procedure and the term of validity of the DJEC, dictate the complementary norms for an adequate implementation of the measure and dictate the explanatory norms that are necessary.
In addition, a computer system will be implemented to implement this system.
The Secretariat of Domestic Trade will be in charge of comparing the DJEC with the supply conditions of the domestic market, with respect to the volume and quality of meat cuts and by-products.
The Joint Oversight Commission will also be created, which will be made up of Domestic Trade, Agricultural Trade Control, the National Service for Agri-Food Health and Quality (Senasa), and the Central Bank.
Its functions include verifying and monitoring compliance with this measure, and in the event of detecting any non-compliance, it may immediately suspend the RUCA operator regardless of any sanctions that may apply to offenders under the application of the different regulations involved.
The new record It will come into force five business days after the implementing authority implements the procedure and the computer system, and will remain in force for the duration of the public health emergency declared due to Covid-19..
