The obligation to register Foreign Sales Declarations is eliminated for a list of agricultural products

The Secretariat of Bioeconomy eliminated the mandatory registration of Foreign Sales Declarations (DJVE) for a list of agricultural products, made official through the “Kit María” application or the Argentine Foreign Trade Single Window (VUCEA). 

This is established by the Resolution 50 / 2024, published today (19.06.2024/XNUMX/XNUMX) in the Official Gazette, whose Annex I indicates the goods subject to the measure, most of the regional chains, contemplated by the Law 21.453

The reasons for the action respond to Decree No. 70/2023, the first in a series of measures of the National Government from which it arises that, "the foreign trade of the Argentine Republic requires a strong reform for its strengthening and promotion, in order to simplify the processes of such operations."

As a consequence of the aforementioned elimination, the official text gives intervention to the General Directorate of Customs of the Federal Administration of Public Revenues, an autonomous entity within the scope of the Ministry of Economy, "for the purposes that are take the precautions they deem necessary in the Malvinas Information System (SIM), as well as with respect to the Argentine Foreign Trade Single Window (VUCEA).”

Law 21.453 

In this regard, it is worth remembering that Law 21.453 (Official Bulletin 11.11.1976/3271/2012) is a regulation for agricultural products sold abroad, which determines that for the purposes of the liquidation of export duties, as well as refunds, reimbursements, contributions, rates, services and other taxes that tax or benefit the export of goods referred to in the law, tax regimes, rates, tariffs and taxable base will apply, in reference to index price, FOB value, minimum FOB value or equivalent, in force on the closing date of each sale. This is not the case with regard to the exchange rate, which will be -for the conversion of foreign currency into legal tender- the one in force on the date of registration of the customs declaration for export for consumption, with the effects of General Res. 10.02.2012/XNUMX (Official Bulletin XNUMX/XNUMX/XNUMX).
