Regional Conference of Customs Directors of the Americas and the Caribbean concludes successfully

The XXII Regional Conference of Directors General of Customs held by the countries of the Americas and the Caribbean on April 22 and 23, 2021 concluded successfully, reported the WCO Regional Vice-Presidency.

On Friday, Deputy Secretary General Ricardo Treviño presented the New Strategic Plan of the World Customs Organization (WCO) 2022-2025.

The delegates shared good practices in modernization, new skills for customs officers and the gender perspective, in the service of the economic recovery of their countries, according to official information.

Thus, the Director of the Qualified Economic Operator Department of the National Customs Directorate of Uruguay, Mayra Pérez Toledo, made a report on the progress of the Regional Authorized Economic Operator Strategy.

Then, in the Panel “Customs at the service of renewal”, the Director of Customs Management of the National Tax and Customs Directorate of Colombia, Ingrid Magnolia Días Rincón, and the Central Administrator of Customs Modernization of the Tax Administration Service of Mexico, Zohe Berenice Alba, spoke about the paths towards customs modernization.

The discussion then focused on the “New powers of customs officers”. The dialogue focused on the fact that customs administrations need to constantly adapt their operational and management models to respond to an increasingly changing environment. Customs modernisation is affected by several driving forces, such as the need to cope with the continuous increase in the movement of travellers, means of transport and cross-border trade with limited or even reduced resources. The session addressed the profile and skills of Customs professionals in 2021 and the need to strategically develop customs human capital.

Gender

The Director of Customs of Panama, Tayra Barsallo, participated in the panel "Gender Perspectives" where the success of women leaders in the region was highlighted. Additionally, the Deputy National Superintendent of the PeruMarilú Llerena presented a proposal for customs administrations to have indicators of women's participation in decision-making spaces and thus advance gender equality.

RILO Central America Headquarters

The delegates also approved the implementation of the Regional Intelligence Liaison Office (RILO) for Central America, whose headquarters and Secretariat will be the Customs Service of Guatemala. 

In closing, the Deputy Secretary General Ricardo Treviño He said: "At the General Secretariat we are waiting to be able to start and continue the work agreed upon at the WCO by the Customs of the Region."

"We have had an intense day of meetings with notable exchanges of best practices and important agreements have been reached," said the Regional Vice President Werner Ovalle, who stated that a strategic plan for the Americas and the Caribbean will be drawn up in accordance with the priorities of the WCO and contributions will be collected for modernization, the development of electronic commerce and gender policies. He also stated: “The XXIII Regional Conference of Directors General of Customs of the Americas and the Caribbean has concluded successfully.”

"This meeting served to integrate the region, share common experiences and strengthen ties of cooperation," she added. Deputy National Superintendent of Customs, Marilú Llerena, after closing the virtual Conference that took place in Peru.
