The Government made official the creation of a tax-customs work table, through which proposals will be designed to reform the system, through the 653 / 2019 resolution.
The Ministry of Finance's regulations, published this Wednesday (07.08.2019/XNUMX/XNUMX) in the Official Gazette, are signed by the head of that portfolio, Nicolás Dujovne.
According to the text, the initiative will aim to carry out proposals to modify the tax and customs system. to be subject to analysis; to make recommendations for simplifying tax administration; to create measures to promote active transparency in the tax system and to develop alternatives for inclusive tax policy and for the fight against evasion.
Within the scope of the Ministry of Finance, the panel will be made up of the Secretary of Public Revenue of the Ministry of Finance; the Undersecretary of Tax Policy of the Secretariat of Public Revenue; a representative of the AFIP, as well as of the arbitration commission of the Multilateral Agreement and an expert with a recognized track record in tax and/or customs matters.
This group will work without receiving any remuneration, that is, ad honorem, and it is planned that they will hold meetings at least once a quarter, at the headquarters of the Treasury Palace. In this sense, public officials and professionals with a recognized career linked to the specific topic of the meeting may be present.
According to the resolution, the Undersecretary of Tax Policy will act as secretary of minutes, will keep a record of the tasks carried out at the working table and will also provide the administrative support necessary for its development and will make the calls together with the agenda planned for each meeting.
“It is in the interest of this Administration to create open spaces for the debate of the design of public policies, "in which the participation of interested social actors in the stages of gestation and design of state decisions is encouraged and made possible," states the official text in its recitals. In this regard, the measure corresponds to the tax reform proposed by this space.
Thus, the Treasury Department indicates that it is appropriate to create a working group made up of experts "in which proposals for modification to the tax and customs system aimed at simplifying tax administration are discussed, to achieve a more inclusive tax policy, to strengthen the fight against tax evasion and allow for greater coordination between the different jurisdictions.”
