The countries of the Andean Community approved the implementation of the Community Interoperability Project “INTERCOM”, which will allow the exchange of customs and foreign trade data between the computer systems of Bolivia, Colombia, Ecuador and Peru.
So what announced el head of the organization, Jorge Hernando Pedraza, highlighting that this initiative promoted by the General Secretariat of the CAN will allow for the reduction of costs and times, both for customs and for operators, facilitating foreign trade and making it more agile. He also said that face-to-face procedures will be reduced and thus possible COVID-19 infections will be avoided.
“Currently, there are a large number of documents processed at the community level, which is why this important project, which is part of the Andean Digital Agenda, is essential for facilitating intra-community trade, as it will increase competitiveness for the benefit of Andean citizens in general and small and medium-sized enterprises in particular,” explained the Secretary General.
Support from member countries
Jorge Hernando Pedraza thanked the support of member countries for the aforementioned project, which was analyzed by a Special Working Group, made up of the Ministries of Commerce, Agriculture and other government institutions, with the support of the General Secretariat of the Andean Community.
This Special Working Group was formed In compliance with the determinations issued in the Extraordinary Session 153 of the CAN Commission held on February 24 of this year, which agreed that InteroperabilityThe Community Agenda is framed within community regulations and in the Declarations of the Andean Presidential Council 2019 and 2020, where the heads of state declared the need to build a Digital Agenda to digitize all types of procedures, facilitate trade, and implement digital platforms for the exchange of information.
Likewise, the aforementioned Group recognized the need to manage resources to advance projects such as INTERCOM that promote Andean interoperability. In this regard, the head of the organization indicated that it is necessary for the General Secretariat to have the resources to make it viable and guarantee its implementation, which is why the organization has been coordinating with the Republic of Colombia as the Pro Tempore Presidency of the CAN the support of the Development Bank of Latin America (CAF) to obtain financing for this initiative.
