The Third Global Conference on Rules of Origin of the World Customs Organization (WCO), focused on the topic «Building trust in the home environment”, began this Wednesday (08.11.2023) in the city of Santiago (Chile), with the attendance of more than 500 registered participants from 82 countries.
This is a conference organized by the National Customs Service of Chile with the support of the Korean Customs Service, the European Union and several private sector companies.
At the opening, Alejandra Arriaza Loeb, Director General of Customs of Chile, thanked the support of the WCO Secretariat and stressed the importance for the customs community to strengthen its collaboration and carry out in-depth discussions on the topic of Rules of Origin.
During the conference a video message was played Claudia Sanhueza Riveros, Undersecretary for International Economic Relations, representing the Government of Chile. She highlighted the organization of the Third Global Origin Conference of the WCO, and stressed the importance of the Rules of Origin for Chile, which has more than thirty free trade agreements with other countries. "This conference is very important to strengthen the association between sectors public and private, and improve international trade,” Sanhueza Riveros stressed, according to a statement distributed by the organizers.
In his turn, Dr. Kunio Mikuriya, Secretary General of the WCO, expressed his appreciation to Chilean Customs and emphasized the importance of the Rules of Origin as one of the central aspects of regional integration and improving the business climate. He maintained the WCO's continued support to update several WCO tools in this area, including the WCO Feasibility Study on the Establishment of an Interconnectivity Framework for Certification of Origin. He said that this Conference would be an excellent opportunity to build trust between Customs and companies through the dialogue and the creation of networks.
The first day featured panels expert-led discussions on origin business, which delved into the intricate landscape of navigating Rules of Origin under various trade agreements, streamlining implementation processes, factors influencing the utilization of trade preferences, and establishing trust within the origin environment.
What's next? During the second day of the conference, speakers will explore the topic of digitalisation within origin procedures, highlighting best practices in data exchange between customs and the undeniable benefits of single window solutions.
At the start of the Third Global Conference on Rules of Origin, the WCO unveiled a “Practical Guide"for the Implementation of the Rules of Origin of the African Continental Free Trade Area (AFCFTA), a fact that demonstrates the relevance of a better understanding and harmonization of the subject matter.
