Central America publishes legal instruments of economic integration in Braille for the first time

For the first time, blind people will be able to read in Braille the main legal instruments of integration that govern the Central American Economic Subsystem thanks to an initiative developed by SIECA, with the participation of members of the Diplomatic Corps accredited in Guatemala and with the support of the European Union, according to official sources.

At the launch, held on Monday (28.11.2022), the Secretariat for Central American Economic Integration (SIECA) said that the main objective of the document, “unique of its kind worldwide,” is to benefit people who are blind, visually impaired or have other difficulties in accessing printed text in an accessible format. 

For its part, Francisco A. Lima Mena, Secretary General of SIECA, He added: “It is imperative and necessary that all Central Americans know the instruments that govern the integration process, and in this way provide them with the advantages and opportunities that the Central American economic union offers and are at their service.”

In this way, Lima Mena made a symbolic delivery of the Book to Clarivel Castillo de Martínez, President of the National Council for the Care of People with Disabilities of Guatemala, and it will be sent to all the countries of Central America so that it can be distributed to the different groups in the region.

It is important to note that the initiative was carried out within the framework of the sixtieth anniversary of SIECA and in compliance with the Marrakesh Treaty, administered by the World Intellectual Property Organization (WIPO) and which all Central American countries signed on June 27, 2013 and which came into force in 2016.

Braille is a reading system based on the sense of touch that was created in the mid-19th century by the Frenchman Louis Braille and is still relevant today. Countries such as Canada and Paraguay use it on their banknotes, and its use is widespread in several countries in Europe, Asia and America as it is adaptable to the alphabet of every language in the world.
