Brazil reduces time to export products from 312 to 107 hours

A study confirmed that Brazil reduced, by 312 hours to 107 hours and 52 minutes, the time to export products as a result of the measures implemented to simplify the country's bureaucracy. 

Like the successful TRS Importation, carried out in 2020, this second THE STUDIO from Tiempo de Levante (TRS) focused on exports It was announced on Friday (20.10.2023) at an online event, organized by the Federal Revenue of Brazil (RFB), which was attended by several foreign trade actors, both public and private, such as the Secretariat of Foreign Trade (SECEX), the Ministry of Agriculture and Livestock (MAPA), the Brazilian Institute for the Environment and Renewable Natural Resources (IBAMA), the PROCOMEX Institute, freight forwarders, transporters, importers and exporters.

At the opening, the Brazilian Finance Minister Fernando Haddad, said: “It is a promising scenario, with a strong increase in export efficiency. This is a significant reduction compared to the approximately 312 hours of a few years ago, before the new export processes were implemented in the country.”

"The study reveals that there are still serious logistical problems, a challenge that we must face," added Haddad, noting that only three percent of the time is spent on government procedures, which - according to him - "largely reflects the progress in the application of the Federal Revenue's risk management system."

The Time Release Study was validated by the World Customs Organization (WCO) in collaboration with the World Bank Group. In his speech, the Deputy Secretary General of the WCO, Ricardo Treviño Chapa, thanked the Brazilian Federal Revenue Service for the invitation and congratulated Undersecretary Jackson Aluir Corbari for leading the study to improve the performance of Brazilian Customs, not only to detect illegal trade, but to facilitate legal trade. In this regard, Treviño stressed that "customs as the main agencies at the borders play a central role in accelerating the international movement of goods (…) The Time Release Study is a tool promoted by the WCO and keeping it updated is relevant (…); -according to him- Brazil is setting an example, particularly in the Region of the Americas and the Caribbean." 

 Throughout the event, several speakers also highlighted the importance of the WCO TRS methodology as a vital tool for the implementation of the WTO Trade Facilitation Agreement, of which Brazil is a signatory.

Some notable results Regarding the timing of Brazilian export operations, the following are:

  • The selection, as a general rule, is through the green channel, with 88,9% of the DU-E;
  •  Only 19% of exports are made by companies certified by the OAS;
  • Maritime transport is the most used route, with 46,9% of operations;
  • Around the 85% of all export time is consumed in the stage between customs clearance and shipping, which means that logistics is the crucial point in the process when it comes to thinking about significant time reductions;
  •  The presentation of the cargo for clearance, under the responsibility of the exporter, consumes around 12% of the total export time;
  •  The participation of public bodies in export periods is low, around 3% of the total.
