Argentina and Colombia begin issuing and receiving digital certificates of origin

In General Resolution 5496/2024, the Federal Public Revenue Administration (AFIP) informed foreign trade users that within the framework of the Economic Complementation Agreement No. 72 (ACE 72), Argentina and Colombia have defined that as of April 8th 2024, the issuance and reception of certificates of origin in digital form begins.

According to the rule published today in the Official Gazette, the operations that are registered from the indicated date, "They will be able to use the Digital Certificate of Origin (COD)) implemented by General Resolution No. 5.426 or the certificate of origin in paper format.”

The "optional nature" of the COD is explained by the fact that Argentina and Colombia have been carrying out the Pilot Plan for Digital Certification of Origin in their bilateral trade carried out within the framework of ACE 72.

For this purpose, the importer or the customs service assistant must enter the service "SETI Certificate of Digital Origin”, available on the website of this Federal Administration (https://www.afip.gob.ar), using the Tax Code enabled with security level 3, as a minimum, obtained according to the procedure established by General Resolution No. 5.048 and its amendment.

Operators must also observe the procedural guidelines contained in the “External Users Manual” which is available on the microsite 'COD – Digital Certificate of Origin' on the website of this Agency

As for the guarantees for the lack of a certificate of origin"The foreign trade operator must present the certificate in paper format only. This will be the case until the computerized procedure for the release of guarantees through the presentation of the Digital Certificate of Origin (COD) is operational, which will be communicated on the microsite 'COD – Digital Certificate of Origin' on the website of this Agency," said the AFIP.

And he clarified that “The Customs service will carry out the controls relating to the Digital Certificate of Origin (COD) through the 'Certificate of Origin Viewer'.

It is worth highlighting that this type of issuance represents a series of benefits in intraregional trade, since in addition to saving time and costs, it is more secure thanks to the use of digital signatures and also speeds up export and import procedures.
