ARCA: New MERCOSUR-Chile Rules of Origin in effect since September 30

The Customs Collection and Control Agency (ARCA) reported the entry into force of the "Sixty-Ninth Additional Protocol to the Economic Complementation Agreement No. 35 (ACE 35)», which establishes a new «Rule of Origin» between the «Argentine Republic», as a State Party of MERCOSUR, and the «Republic of Chile».

This is established by the Notice 3/2025, published today (20.11.2025), in the Official Gazette.

In effect from September 30, the Sixty-Ninth Additional Protocol to the ACE 35 It completely replaces the previous "Rules of Origin" included in Annex 13 of ACE 35 and renders "Additional Protocols No. 58, 63, 65 and 68" ineffective.

However, ARCA clarified an important detail: the requirements and certifications issued under the repealed protocols will remain valid for a period of six months from the entry into force of the new regulatory framework, in order to facilitate the adaptation of foreign trade operators.

The Circular was issued and signed by Agustín Rojo, Deputy Director General in charge of ARCA.
