ARCA incorporates the Large Investment Projects regime into the VUCEA

The Customs Collection and Control Agency (ARCA) added the Large Investment Projects regime to the Argentine Single Window for Foreign Trade (VUCEA), the electronic management platform that centralizes the country's import and export procedures.

This is established by the General Resolution 5676/2025, published today (April 16.04, 2025) in the Official Gazette. The regulation authorizes the incorporation of this regime—created in 2000 and updated in 2024—for industrial companies with projects aimed at increasing the competitiveness of their products by incorporating cutting-edge technology, provided they have the approval of the Ministry of Economy's Secretariat of Industry and Commerce.

In this context, the resolution also provides that The ARCA will be responsible for electronically sending to the General Directorate of Customs and the Executive Unit of the VUCEA the information related to import authorizations., as well as the customs declarations and guarantees linked to the regime to optimize its control.

The resolution also indicates that this new incorporation builds on previous developments, such as the "LPCO Reception Service" (Licenses, Permits, Certificates, and Other Documents), implemented through General Resolution 5384/2023, which enables the automatic validation of said documents in the MALVINA Computer System (SIM).

For its implementation, The regulations refer to the procedural guidelines and establishes that operators must follow the instructions of the “External User Manual”, available on the VUCEA microsite on the official ARCA website: www.arca.gob.ar.

The resolution will enter in force ten business days after its official publicationHowever, ARCA clarifies that import authorizations issued before that date and still valid at the time of their declaration to the SIM "will be excluded from this procedure."

This measure advances toward more agile, efficient, and digital operations in Argentine foreign trade.
