ARCA makes SISA more flexible and updates agricultural information to facilitate producers' activities.

The Customs Regulation and Control Agency (ARCA) modified the Simplified Agricultural Information System (SISA) through the General Resolution 5771/2025, Published today (13.10.2025) in the Official Gazette. The measure adjusts tax assessment criteria and updates taxpayers' production cycles, in line with changes in the agricultural sector and the National Government's simplification policy.

The SISA —created by General Resolution 4310 and its amendments in 2018— gathers fiscal, productive and commercial information of the Agricultural producers dedicated to sowing, collecting and marketing grains and seeds in the certification process (cereals and oilseeds) and dried legumesIt works through a scoring system that assigns a "status" to each producer based on their tax compliance.

With the new standard, ARCA relaxes some qualification criteria, avoiding automatic sanctions for minor formal violations and allowing for a more balanced assessment of prosecutorial conduct. According to the resolution's rationale, "it is deemed appropriate to relax the application of some of the weighted objective parameters used to determine the different 'States.'"

Likewise, the resolution updates the “Productive Information” module, considering the technological advances in agriculture and the impact of climate change, which have expanded the cultivation areas and modified the sowing and harvesting periods. It is also They adjust the deadlines and the way of declaring stocks and production capacity.

The measure is part of Decree of Necessity and Urgency No. 70/2023, which seeks to simplify procedures and improve the sector's competitiveness.

General Resolution 5771/2025 will enter into force effective November 1, 2025, that is, the first day of the month following its publication in the Official Gazette.
