ARCA updates the customs examination system

The Customs Collection and Control Agency (ARCA) announced the new system for obtaining certificates that accredit technical knowledge in customs matters, required for those who aspire to work as General Attorney for Customs Broker, Customs Transport Agent and General Attorney for Customs Transport Agent.

The measure, which responds to recent regulatory and institutional changes, was formalized through the General Resolution 5818/2026, published today (27.01.2026) in the Official Gazette, replacing the regime in force since 2015 of General Resolution No. 3710.

According to the regulation, it is necessary to "establish the conditions and general criteria applicable to obtaining certificates that accredit technical knowledge in customs matters" by applicants, within the framework of an updated and unified procedure.

The instances of the new regime

To that end, the new regime establishes a procedure structured in different stages.

Pre-registration requiredApplicants must pre-register through the microsite. “Accreditation of knowledge in customs matters" of the Website ARCA's institutional procedures must be followed within the dates established annually by the agency. The resolution clarifies that "any submission made within the framework of this procedure will have the character of a sworn statement," and the original documentation may be required at any stage of the examination process.

Publication of the provisional payroll. Once the pre-registration period has ended, the Agency will publish the provisional list of eligible and excluded applicants, detailing the corresponding reasons in each case.

Payment of the fee. Those applicants who are admitted must pay the updated fees, set at $240.000 for the General Attorney for Customs Broker certificate and $200.000 for Customs Transport Agent and General Attorney for Customs Transport Agent certificates. Payment of the fee, as stipulated by the regulations, “will entitle the applicant to take the exam in a regular session and in an immediately subsequent make-up session.”

Publication of the final payrollOnce the payment process is complete, ARCA will announce the final list of applicants eligible to take the exams.

Taking the examThe formally approved applicants will take the exams according to the content, modalities and evaluation criteria provided in the Annex approved by the resolution.

The agency also reported that the annual exam schedule and programs will be available for consultation on the same institutional microsite.

The regime update It falls within the modifications introduced by Decree 70/2023 to the Customs Code, which eliminated the mandatory registration in the Register of Customs Brokers, maintaining the requirement to demonstrate technical knowledge for attorneys and agents, as well as the creation of ARCA as the legal successor of the former AFIP.

The resolution will come into effect on January 28, 2026, the day after its publication in the Official Gazette.
