Agricultural exporters must comply with the BCRA's exchange regulations for their registration in the RUCA

The Ministry of Agriculture, Livestock and Fisheries has decided to establish compliance with the entry and settlement of foreign currency in the exchange market as a requirement for the registration and maintenance of exporting companies in the Single Registry of Operators of the Agroindustrial Chain (RUCA).

This was resolved by the agricultural portfolio through the Resolution 132 / 2020 published on Wednesday (03.11.2020) in the Official Gazette, signed by the Secretary of Agriculture, Livestock and Fisheries, Julián Echazarreta.

In this way, the first article of the 2017 resolution that created the RUCA added "comply with the exchange regulations of the Central Bank of the Argentine Republic (BCRA), especially the entry and settlement of foreign currency in the exchange market, within the terms and conditions established by the Enforcement Authority" in order to be able to register or remain in it.

The RUCA is a single registry in which all actors in the agro-industrial chain that sell their production are registered, both in the domestic and foreign markets.

Likewise, it was decided to add to the original regulations that the registration request must be generated online, through the RUCA System, on the website www.ruca.magyp.gob.ar, entered with tax code – security level 3.

Regarding the payment of the annual fee to maintain the validity of your registration, "the operator must pay the fee corresponding to its activity within 30 calendar days prior to the end date listed in the RUCA System."

In relation to the meat sector and in order to speed up registration, "the need to obtain certification by a competent authority or public notary of the acceptance certificate as a user issued by the slaughterhouse in which the operation is carried out is eliminated."

Instead, they must have a "certificate of acceptance as a user issued by the slaughterhouse with which they operate, said certificate must be signed by the president, managing partner or authority authorized for such acts or representative."
