South Korea and Guatemala agreed on Friday (11.08.2023) to a Mutual Recognition Agreement (MRA) of the Authorized Economic Operation condition (OAS), which will ensure and facilitate trade, following the guidelines of the World Customs Organization.
El bilateral agreement It was reached at a meeting in Korea between the heads of the Korean Customs Service and the Superintendency of Tax Administration, Kwang-hyo KO and Marco Livio Diaz Reyes, accompanied by the Customs Superintendent, Werner Ovalle Ramírez, according to information provided by SAT.
The ARM represents the result of intense negotiations and technical work that began on August 10, 2022 with the signing of an Action Plan between both customs offices in order to advance towards recognition through different stages such as the Study of the Authorized Economic Operator (AEO) Programs implemented by both organizations, carrying out joint validations and negotiating the text of the Agreement.
The SAT pointed out that, in general terms, "the agreement seeks to establish the compatibility of the OAS Programs "in terms of accreditation criteria and procedures for applying them. It also facilitates and strengthens the international trade logistics chain to speed up and simplify the clearance of goods and reduce verifications upon their arrival in the country."
Thus, this agreement joins the list of Mutual Recognition Arrangements as the ninth. Bilateral between the Customs Services of Guatemala, the Republic of China (Taiwan), Peru, the Dominican Republic, Ecuador, Colombia and the United States.
It is also incorporated into the Mutual Recognition Arrangement Multilateral between the Customs Services of Costa Rica, El Salvador, Guatemala, Honduras and Panama, as well as the Multilateral Mutual Recognition Arrangement between the Customs Services of Argentina, Bolivia, Brazil, Chile, Colombia, Paraguay, Peru, the Dominican Republic and Uruguay.
