2021: Central American Customs Committee advances towards trade facilitation

As part of its commitment to the economic integration process, the Central American Customs Committee has made significant progress in facilitating trade and achieving, in 2021, more efficient transit mobility in the region.

Aware of these challenges, the authorities of the competent administrations of the Central American countries held the First Round of the Customs Union this Wednesday (03.03.2021). This is reported by the release of the Secretariat for Central American Economic Integration (SIECA), the leading organization on this topic in the region.

Official information lists the following agreements reached by customs authorities, aimed at promoting international and regional trade:

1. Progress in the final review of the draft Regulation on the International Land Customs Transit Regime.

2. Improvements to the Central American Single Declaration (DUCA) that allow for easier administration and loading of said computer tool.

3. Proposal for implementation of the Regional Intelligence Liaison Office (RILO) for the Central American Region, with the aim of strengthening Customs Risk Management.

4. Monitoring the implementation of the Guidelines of the Regional Strategy for Comprehensive Customs Risk Management, highlighting the execution of the Authorized Economic Operator program in Honduras, as well as the review and update of the work plan for the short and medium term actions of the Strategy.

It should be noted that since 2015, Central American countries have had an action plan that contains specific measures such as the Advance Declaration of Goods and registration by means of RADIO FREQUENCY devices (RFID), among others.

The new agreements reached aim to help countries face the challenges currently posed by commercial transit and facilitate better practices for the movement of goods. In addition, customs transit is one of the cornerstones in the field of trade facilitation, a key element of the process that Central American countries have undertaken to consolidate the regional Customs Union.
