Uruguay and China sign Mutual Recognition Agreement

In China, the Minister of Foreign Affairs of Uruguay, Rodolfo Nin Novoa, and the Director of the General Administration of Customs of China (GACC), NI Yuefeng, signed this Monday (29.4.2019) the Mutual Recognition Agreement (MRA) between both customs authorities.  

During the meeting, both Ministers reviewed the bilateral agenda for cooperation in customs matters and the processes to achieve a deepening of cooperation and training in this area.  

On the customs agreement

An MRA is a bilateral agreement signed between Customs of countries that have compatible Authorized Economic Operator programs. The objectives include recognition of certifications issued by both countries, tax treatment of charges and the consequent reduction of costs associated with deposits, in addition to the reciprocal commitment to offer benefits, predictability of transactions and improved competitiveness of certified companies.

This program is one of the pillars of the Customs Modernization process And today Uruguay is among the countries in America that have achieved the largest number of agreements. This is the fifth MRA signed by our country, the four previous ones were in 2016 with Brazil (of great importance as it is the first to be signed between countries in the southern hemisphere), in 2017 with Korea, in 2018 with Peru and Bolivia. Work is currently underway to finalize agreements with the United States and Argentina.

Signing an agreement with China means continuing to move towards facilitating foreign tradeThis aims to provide mutual benefits for all operators authorized by the customs of both countries.

Background of the work carried out with China

In December 2018At a hearing held at the Ministry of Economy and Finance, China's Minister of Customs, Ni Yuefeng, and Cr. Danilo Astori, signed the Action Plan regarding the ARM of their Authorized Economic Operator (AEO) Programs.

In February 2019, The first bilateral meeting of the Joint Work Plan was held in Montevideo. During these working days, the delegations of both countries evaluated and shared information on their OAS Programs, regulations, authorization criteria, validation procedures, benefits, among other topics.

During the first days of April The second face-to-face meeting of the Action Plan was held in Kunshan City. This meeting marked the completion of Phase 2 of the Plan and the start of work on Phase 3, which deals with the negotiation of benefits and the exchange of information.
