Uruguay and China advance in customs technological integration with new cooperation agreement

During the official visit of the Vice Premier of the People's Republic of China, Ding Xuexiang, who was received by the President of Uruguay, Yamandú Orsi, Uruguay and China signed a cooperation agreement focused on technological integration and strengthening bilateral trade. The high-level meeting took place at the Suárez y Reyes Presidential Residence, the main official residence of the President of Uruguay, and "consolidates the strategic cooperation between both countries," official sources emphasized on Monday (November 10, 2025).

The document was signed by the National Director of Customs, Joaquín Serra; the Executive Director of Uruguay XXI, Mariana Ferreira, representing the Single Window for Foreign Trade (VUCE); and the ambassador of the People's Republic of China, Huang Yazhong, on behalf of the General Administration of Customs of China (GACC).

The purpose of the agreement is to facilitate international trade through digital integration and interoperability of customs systemsThis will allow for “increased efficiency, traceability, and transparency in cross-border processes,” according to Customs. It also establishes the creation of a Joint Working Group, responsible for defining activities, projects and timelines for their implementation.

The signing represents the culmination of a process that began in February 2024, when technical teams from the National Customs Directorate (DNA), the GACC and the VUCE began working on a cooperation proposal aimed at technological exchange and boosting bilateral trade.

The National Customs Directorate also noted that this instrument "consolidates a new phase of international cooperation for Uruguayan Customs," in line with the national agenda for digital transformation and customs modernization.

In this way, China and Uruguay reaffirmed the strategic partnership between both countries and projected it towards a new level of cooperation.
