Customs belonging to the World Customs Organization (WCO) chose the new President of the WCO Council, Dickson Collins Kateshumbwa, Director of Uganda Customs, at the meeting held between June 27 and 29 in Brussels, Belgium.
The meeting took stock of the work carried out and outlined the path to follow for the coming year. The Council discussed issues related to the different areas of work of the WCO: Harmonized System, rules of origin, customs valuation, compliance, facilitation and capacity building, according to the statement from the General Directorate of Customs of Uruguay.
Several choices were made during the meeting. Mr. Dicksons Collins Kateshumbwa, Director of Customs of Uganda, was elected as the next Chairman of the Council, succeeding Cr. Enrique Canon, National Director of Customs of Uruguay.
In addition, Mr. Pranab Kumar Das of India was elected as Director of the Compliance and Facilitation Directorate and Mr. Taeil Kang of Korea was elected as Director of the Capacity Building Directorate. Both will join the Secretariat in January 2020, the statement said.
During the meeting, the new OMA Strategic Plan for 2019/2022 was approved with its nine priority areas, such as Coordinated Border Management, Security, the Revised Kyoto Convention, e-commerce, the Harmonized System, the Capacity Building Strategy, Performance Measurement, Integrity, and Digital Customs and Data Analytics.
The Council approved an e-commerce package and agreed to continue developing technical aspects. To enhance Customs-Post cooperation, the Council adopted the “WCO-UPU Joint Guidelines for the Exchange of Advance Electronic Information between Post and Customs”. An implementation strategy, an action plan and a capacity-building mechanism aimed at ensuring the wide implementation of the Framework of Standards were also adopted.
At the end, the OMA Photo Competition was also held., which was won by the photo of the Finnish Customs Administration, the statement said.
