The Government established a simplification of the requirement of filing of sworn statements for the Development and Strengthening Regime of the Argentine Auto Parts Industry, through the 143 / 2019 resolution.
The measure, signed by the head of the Secretariat of Industry, Fernando Félix Grasso, was published this Thursday (08.08.2019) in the Official Gazette.
According to the regulations, The applicant companies must attach a sworn statement signed by the company's highest accounting officer., which must have its signature duly certified by the corresponding professional council of Economic Sciences or be approved by the minutes of the board meeting.
In this regard, interested parties must present the character of the intervening professional; that the data contained in each column of Annexes V, VI, VII or VIII correspond to those shown in the original documents (invoices, debit notes, credit notes, etc.) issued by the different suppliers, as well as that the documents have been recorded in the accounting records of the person.
Likewise, the prices stated must be net of Value Added Tax (VAT), financial expenses, freight and insurance, and discounts and bonuses and must be within the average market values. In the case of the request for an electronic tax credit voucher on the purchase of local auto parts, it will be necessary that they be exclusively for the local production of the goods manufactured in the four-month period for which the benefit is requested.
Meanwhile, the recitals of the rule cite Law 27.263, through which the Argentine Auto Parts Development and Strengthening Regime was established., which grants an electronic tax credit bonus on the value of national auto parts, dies and molds that are acquired by manufacturing companies of automobiles, utility vehicles, light commercial vehicles, trucks, chassis with and without cabin, buses, trailers and semi-trailers, self-propelled agricultural and road machinery, engines, transmission boxes and other auto parts systems, assemblies and subassemblies, among other benefits.
“It is appropriate to make a change regarding the presentations for access to the Regime, framing this within the good practices for the regulations and regulation of the National Public Administration, supported through simplification, continuous improvement of internal processes and the reduction of burdens on those administered," states the official text.
