The National Government, through Resolution 108 / 2024, published in the Official Gazette on today's date (06.06.2024), repealed seven technical regulations with the aim of de-bureaucratizing and reducing the costs and time that companies have when importing and marketing goods and products.
Technical regulations are normative documents that establish mandatory requirements regarding quality, safety, design, production process and product identification. In the case of the repealed regulations, their validity implied the requirement of excessive administrative requirements that represented unnecessary barriers to trade and did not contribute to the purpose of safeguarding the safety and health of consumers.
Its elimination responds to the need of various sectors to speed up the supply of inputs and goods for production and final consumption, which will result in improved competitiveness of companies and a greater offer for consumers.
The resolution repeals the technical regulations of graphic products This covers printed goods such as books, diaries, labels, manuals, and others. It benefits all industries that supply these types of products. It will speed up the marketing of goods and will represent a saving of more than 2.500 dollars in each certification process.
This regulation, implemented in 2010, required certification that products to be manufactured or imported did not contain lead in ink, when the industry currently no longer works with this type of ink in accordance with internationally stipulated standards. Controls carried out during production ensure that the inks that reach printing companies around the world comply with international specifications for lead and other heavy metals in all cases.
The technical regulation of wrapping paper which determined that every manufacturer or importer must certify technical standards to corroborate the size of the sheets, their thickness, opacity and weight through product testing and audits of national and international plants by certification bodies.
In addition to these two regulations, others that are currently not in force are repealed, such as those corresponding to School Supplies; energy efficiency labelling in ballasts; flexible aluminum tubes; inks, lacquers and varnishes; and sanitary ware.
