Law is regulated by which animal and plant health was declared of national interest

The national government regulated Law 27.233, which declared animal and plant health to be of national interest, as well as the prevention, control and eradication of diseases and pests that affect national forestry and agricultural production, flora and fauna, the quality of raw materials resulting from forestry-agricultural, livestock and fishing activities, as well as the production, safety and quality of agro-foods. 

The measure was announced in the decree 776 / 2019, published this Wednesday (20.11.2019) in the Official Gazette, whose statement covers all stages of primary production, processing, transformation, transportation, marketing and consumption of agro-foods and the control of inputs and products of agricultural origin that enter the country, as well as family or artisanal agricultural production destined for commercialization, subject to the jurisdiction of the national health authority.

According to the text, Legal entities that intend to provide public health care services entrusted by SENASA must register in the National Registry of Sanitary Entities of this organization, and enter into the respective zoo and phytosanitary agreement or convention, where the sanitary plan or program and the operational work plan that is intended to be executed and the conditions for it must be detailed. 

"The SENASA will select the Health Entities under duly founded technical criteria, dependent on the characteristics of the health program and/or plan. Mere registration does not mean that an entity is selected to provide health care services," the decree states. Likewise, entities may request the suspension of the authorization, permit or certification or activities of individuals or legal entities that have debts.

In this way, the body will implement electronic inspection and verification reports, which must be recorded chronologically and numbered using interoperable computer systems. Thus, they determined thatand the implementation of the electronic signature of these documents will be in accordance with current national regulations.

The decree is signed by President Mauricio Macri, the Chief of Staff, Marcos Peña, and the Minister of Agriculture, Livestock and Fisheries, Luis Miguel Etchevehere.
