With the participation of national and international exhibitors, the National Customs Directorate (DNA) of Paraguay organized the “International Event for Authorized Economic Operators (AEO)”, which took place on October 29 in the Aula Magna of the Central Bank of Paraguay (BCP).
The meeting was supported by the United States Agency for International Development (USAID) and the Center for Environmental and Social Studies (CEAMSO).
In his opening speech, The Director General of Customs highlighted the importance of the partnership between the private sector and customs to ensure the security of the supply chainHe added that this strategic partnership will also translate into tangible and intangible benefits, including the reduction of business costs, which are high since Paraguay is a landlocked country. During the event, the first two AEO companies were certified and more are in the process of obtaining their certification.
Meanwhile, The representative of the World Customs Organization (WCO) provided an overview of AEO Programs around the world and regional achievements, including the signing of an action plan for a regional OAS Program, several plurilateral Mutual Recognition Agreements (MRAs), an MRA between MERCOSUR and the Andean Community, MERCOSUR and the Pacific Alliance, among others. Paraguay is already a party to several of the aforementioned MRAs.
The Authorized Economic Operator is a recommendation established in the SAFE Framework of the World Customs Organization (WCO), and a requirement established in the Trade Facilitation Agreement (WTO). Its implementation grants benefits to companies that operate in foreign trade, and places them on par with the demands of the international market, generating reliability and recognition as a safe partner in other countries.
This program has been in force in Paraguay since October 1, 2018, in accordance with DNA Resolution No. 94/2018, under the security standards and good commercial practices of the WCO.
Certified companies - which have complied with the requirements of the Paraguay AEO Program - are recognized as companies that assist in protecting cargo from the threat of crimes such as smuggling, counterfeiting, drug trafficking and others that threaten the security of legitimate trade.
