The Federal Public Revenue Administration (AFIP) will begin to implement the Digital VAT Book for the electronic registration of purchases and sales, according to the general resolution 4597/2019.
The regulation, published on Tuesday (01.10.2019), states that the objective of the measure is to simplify obligations and reduce the time and costs involved in registering and preparing the VAT return.
To facilitate the uploading of information, AFIP will make available the electronic invoices issued and received and the information on new technology tax controllers so that the taxpayer can ratify or rectify them in the registration of that period.
All purchase and sale operations will be included., whether or not they generate tax credit or debit in VAT, that must be registered in the monthly period being reported.
To make it easier to upload data into the VAT return, adjustments to tax debits and credits, apportionment of computable tax credits and the occurrence of a taxable event other than billing, among others, will be included.
Taxpayers who are Registered Taxpayers or are exempt from VAT Value Added Tax They must log in monthly to record purchase and sale transactions in the VAT Portal.
The process will begin to be implemented for a small group of taxpayers who will be notified at their Electronic Tax Address.
Those who are included in this universe, and therefore obliged to electronically register their operations through the “Digital VAT Book”, will be able to present the monthly VAT declaration in a simplified manner. The taxpayer You just need to confirm the data.
Once the monthly sworn declaration has been completed, form F. 2082 will be generated and submitted through the same system, by electronic data transfer.
Taxpayers required to use the Digital VAT Book will stop presenting the Purchase and Sales Information Regime.
The implementation schedule continues in January 2020, when those registered taxpayers who invoiced less than $500.000 in 2018 will be obliged.
Deadline for submission of the Digital VAT Book will be on the following dates:
– Registered taxpayers: until the VAT declaration deadline.
– Exempt from VAT: 15 calendar days of the following month
