The Government incorporates the Import Regime for Inputs for Scientific-Technological Research to the Argentine Foreign Trade Single Window (VUCEA), through the decree 515 / 2019.
The regulations, published in the Official Gazette this Thursday (25.07.2019), indicate that "The agencies included in paragraphs a) and b) of article 8 of Law No. 24.156 and its amendments, whose powers include issuing declarations, permits, certifications, licenses and other authorizations that are prerequisites for importation, must inform the Executive Unit of the Argentine National Single Window Regime for Foreign Trade (VUCEA), a decentralized body within the scope of the Foreign Trade Secretariat of the Ministry of Production and Labor and the Government Secretariat of Science and Technology and Productive Innovation of the Ministry of Education, Culture, Science and Technology, the administrative interventions that are required in the operations benefited within the framework of Law No. 25.613, within the period determined by the aforementioned Government Secretariat.
The grounds of the decree state that eThe destination of goods imported under the regime established by Law No. 25.613, related to scientific and technological research, justifies a greater effort on the part of the National State in simplifying and facilitating foreign trade procedures related to their importation, as well as reducing associated costs. Therefore, it is necessary to optimize the interaction of public agencies in order to establish agile and efficient processes that reduce the administrative burden and tend to de-bureaucratize the procedures.
Furthermore, the official text clarifies: "Import operations carried out within the framework of Law No. 25.613 are exempt from payment of the statistics fee«.
The decree, signed by President Mauricio Macri; the Chief of Cabinet, Marcos Peña; the Ministers of Education, Culture, Science and Technology, Alejandro Oscar Finocchiaro, of Industry and Labor, Dante Sica, and of Finance, Nicolas Dujovne, will come into force on July 26, 2019.
